MINUTES Recommendation: Approve Minutes of Regular Meeting held on March 16,1982, and Special Meeting held on April 5, 1982. 2. EXCLUSIVE RIGHTS TO NEGOTIATE A. CAMPEAU/GOLDRICH, KEST & STERN PROPOSAL FOR A-2 SITE Recommendation: Grant IDM Corporation a 90 day exclusive right to negotiate for the development of the A-2 site, subject to the payment of a $15,000 good faith deposit. Commission Recommendation: Recommend that the Redevelopment Agency grant IDM Corporation a 90 day exclusive right to negotiate for the development of the A-2 site, subject to the payment of a $15,000 good faith deposit. 3. REQUEST FOR DEVELOPER QUALIFICATIONS A. REQUEST FOR DEVELOPER QUALIFICATIONS FOR A-5 DEVELOPMENT SITE Recommendation: Authorize staff to distribute a Request for Developer Qualifications (RFDQ) for the A-5 Development Site. Commission Recommendation: Not available. Redevelop- ment Commiss10n will consider this item at their meeting of April 20th at 3:30 P.M. . . . 4. MAJOR COMMERCIAL REHABILITATION PROGRAM A. REVOLVING LOAN FUND/MAJOR COMMERCIAL REHABILITATION PROGRAM Recommendation: Authorize an increase of $90,000 in seed funds for the Revolving Loan Program. Commission Recommendation: Recommend to the Agency that the Revolvlng Loan Fund be seeded with an additional $90,000. 5. APPRAISAL CONTRACTS A. 6. AUTHORIZATION TO EXECUTE AN APPRAISAL CONTRACT FOR THE APPRAISAL OF FASHION SQUARE SHOPPING CENTER Recommendation: Authorize the Chairman of the Redevelopment Agency of the City of Santa Ana to execute an appraisal contract for the appraisal of the Fashion Square Shopping Center with George Hamiliton Jones, M.A.I., in an amount not to exceed $22,000.00. Commission Recommendation: Not applicable. B. AUTHORIZATION TO EXECUTE AN APPRAISAL CONTRACT FOR THE APPRAISAL OF MAIN STREET SHOPPING CENTER Recommendation: Authorize the Chairman of the Redevelopment Agency of the City of Santa Ana to execute an appraisal contract for the appraisal of the Main Street Shopping Center and the KLST Part- nership parcel with George Hamilton Jones, M.A.I. in an amount not to exceed $14,000.00. Commission Recommendation: Not applicable. RESOLUTIONS A. LEASE AGREEMENT FOR PARKING LOT LOCATED ON FIFTH STREET BETWEEN BUSH AND SPURGEON STREETS Recommendation: Adopt Resolution 82-11: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE A LEASE AGREEMENT FOR A PARKING LOT LOCATED ON THE SOUTH SIDE OF FIFTH STREET BETWEEN BUSH AND SPURGEON STREETS. -2- . . . Commission Recommendation: Recommend that the Redevelopment Agency adopt Resolution authorizing the Chairman to execute a Lease Agreement with the highest bidder, Bob Keeney, Hal Butts and Jay Meehan. RULES GOVERNING PARTICIPATION BY OWNERS IN PROPOSED NEW REDEVELOPMENT PROJECT AREAS Recommendation: Adopt Resolution 82-18: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA ADOPTING RULES GOVERNING PARTICI- PATION BY AND PREFERENCE TO OWNERS, OPERATORS OF BUSINESSES, AND TENANTS FOR NEW REDEVELOPMENT PROJECT AREAS. NOTICE OF PUBLIC HEARING A public hearing will be held by the Community Redevelopment Agency of the City of Santa Ana in the City Council Chambers, 22 Civic Center Plaza, Santa Ana, on April 20, 1982, at 6:00 P.M. or as soon thereafter as the matter can be heard, for the purpose of awarding a lease of property for public parking purposes and the fixing of maximum rentals, fees and charges to be collected by lessee.
