CONTINUATION OF JOINT PUBLIC HEARING WITH THE CITY COUNCIL FOR THE PROPOSED SALE BY THE COMMUNITY REDE- VELOPMENT AGENCY TO CIVIC CENTER DEVELOPMENT Recommendation: 1. Adopt Resolution 82-6: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA APPROVING A DISPOSITION AND DEVELOP- MENT AGREEMENT BETWEEN THE AGENCY AND CIVIC CENTER DEVELOPMENT. 2. Adopt Budget and authorize its implementation by the Community Redevelopment Commission. Commission Recommendation: 1. Recommend approval of the Disposition and Development Agreement between Civic Center Development and the Community Redevelopment Agency. Adopt budget and authorize its implementation by the Community Redevelopment Commission. 2. 4. BID AWARDS A. BID AWARD FOR THE WIDENING OF SANTA ANA BOULEVARD BETWEEN FLOWER AND PARTON STREETS Recommendation: Authorize the Chairman of the Commun1ty Redevelopment Agency of the City of Santa Ana to award the bid to and execute a con- tract with the lowest responsible bidder, American Construction, in the amount of $56,048.00. Commission Recommendation: Recommend that the Agency author1ze the Cha1rman of the Agency to award the bid to and execute a contract with the lowest responsible bidder, American Construction. -2- . . . 5. RESOLUTIONS A. AMENDMENT TO AGREEMENT WITH KATZ, HOLLIS, COREN & ASSO- CIATES FOR CONSULTING SERVICES RELATING TO PROPOSED NEW REDEVELOPMENT PROJECT AREAS Recommendation: Adopt Resolution 82-8: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE A FIRST AMENDMENT TO AGREEMENT FOR CONSULTING SERVICES BETWEEN THE AGENCY AND KATZ, HOLLIS, COREN AND ASSOCIATES, INC. Commission Recommendation: Recommend that the Agency approve an amendment to the agreement with Katz, Hollis, Coren & Associates, Inc. increasing the compensation maximum by $28,000. B. MAJOR COMMERCIAL REHABILITATION PROGRAM/ASSIGNMENT OF PARTICIPATION RIGHTS - 214-220 WEST FOURTH STREET Recommendation: Adopt Resolution 82-9: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA CONSENTING TO ASSIGNMENT OF COMMERCIAL REHABILITATION PROJECT AGREEMENTS FOR PROPERTY LOCATED AT 214-220 WEST FOURTH STREET. Commission Recommendation: Recommend that the Agency adopt a Resolution authorizing the Chairman to execute a "Consent Assignment" of participation Rights for the project at 214-220 West Fourth Street from Jack and Joy R. McCulloch to Corporate Developers. c. MAJOR COMMERCIAL REHABILITATION PROGRAM/ASSIGNMENT OF PARTICIPATION RIGHTS - 108 WEST FOURTH STREET Recommendation: Adopt Resolution 82-10: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA CONSENTING TO ASSIGNMENT OF COMMERCIAL REHABILITATION PROJECT AGREEMENTS FOR PROPERTY LOCATED AT 108 WEST FOURTH STREET. Commission Recommendation: Recommend that the Agency adopt a Resolut10n authorizing the Chairman to execute a "Consent Assignment" of participation Rights for the Project at 108 West Fourth Street from Jack and Joy R. LEASE AGREEMENT FOR PARKING LOT LOCATED ON FIFTH STREET BETWEEN BUSH AND SPURGEON STREETS Recommendation: Adopt Resolution 82-11: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE A LEASE AGREEMENT FOR A PARK- ING LOT LOCATED ON THE SOUTH SIDE OF FIFTH STREET BETWEEN BUSH AND SPURGEON STREETS. Commission Recommendation: Recommend that the Redevelopment Agency adopt Resolution authorizing the Chairman to execute a Lease Agreement with the highest bidder, Bob Keeney, Hal Butts and Jay Meehan. E. ACQUISITION OF PROPERTY WITHIN THE OXFORD WEST DEVELOP- MENT SITE (HARDSHIP CASE/OWENS DRIVE) Recommendation: Adopt Resolution 82-12: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY TO EXECUTE AN AGREE- MENT FOR ACQUISITION OF REAL PROPERTY BETWEEN THE AGENCY AND T. L. McGURRELL AND M. EILEEN McGURRELL FOR PROPERTY LOCATED AT 211 OWENS DRIVE. ($105,000.00) Commission Recommendation: Recommend that the Agency adopt a Resolution authorizing the Chairman to execute an Agreement for the Acquisition of Real Property in the Redevelopment Project Area from T.
