CALL TO ORDER PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL CONSENT CALENDAR NOTICE: All matters listed under Consent Calendar will be acted upon by one motion affirming the action recommended on the Agenda. There will be no separate discussion of these items prior to voting unless members of the Agency, staff or the public request specific items to be removed from the Consent Calendar for separate action. I. MINUTES Recommendation: Approve Minutes of Regular Meeting held on January 19,1982 and Special Meeting held on February 1,1982. 2. LETTER OF DISCLOSURE A. LETTER OF DISCLOSURE FROM AGENCY MEMBER ACOSTA Recommendation: Receive and file the letter dated January 8, 1982 from Agency member John Acosta dis- closing interest in real property located at 1105 Poinsettia, Santa Ana, California. Commission Recommendation: Not applicable. 3. REPORTS A. MAJOR COMMERCIAL REHABILITATION PROGRAM - STATUS REPORT Recommendation: Receive and file. Commission Recommendation: Not applicable. END OF CONSENT CALENDAR . . . 4. EXCLUSIVE RIGHT TO NEGOTIATE A. EXTENSION TO EXCLUSIVE RIGHT TO NEGOTIATE FOR BLOCK BOUNDED BY SYCAMORE, MAIN, SECOND AND THIRD STREETS Recommendation: Recommend that Barbara Mathewson, John Yelland and Robert Lawson be granted a six month extension to their exclusive right to nego- tiate for the development of the block bounded by Sycamore and Main, Second and Third Streets, exclu- sive of the Builders Exchange Building, contingent upon the payment of one-half the cost of necessary appraisals and economic feasibility analysis. Commission Recommendation: Same as above. 5. REQUEST FOR PROPOSALS DEVELOPMENT OF A-3 AND B-2 SITES A. Recommendation: Authorize the Executive Director to sol1c1t proposals for the development of the A-3 (Old Courthouse Plaza) and B-2 (formerly Mohler- vista) si tes. Commission Recommendation: Recommend that the Agency authorize staff to solicit proposals for the develop- ment of the A-3 (Old Courthouse Plaza) and B-2 (formerly Mohler-Vista) sites. 6. CONCEPT DESIGN OCTD TRANSIT TERMINAL FINAL CONCEPT DESIGN A. Recommendation: Recommend that the Redevelopment Agency approve the final concept design for the OCTD Transit Terminal. Commission Recommendation: Recommend that the Rede- velopment Agency approve the final concept design for the OCTD Transit Terminal. -2- . . . 7. RESOLUTIONS DEVELOPER SELECTION FOR A-2 SITE (FORMERLY BURKES) A. Recommendation: Adopt Resolution 82-1: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE AN EXCLUSIVE NEGOTIATION AGREEMENT WITH SANTA ANA PLAZA ASSOCIATES (CAMPEAU!GOLDRICH, KEST AND STERN) FOR PROPERTY KNOWN AS THE "A-2 SITE". Commission Recommendation: Recommend that the Agency grant a 90-day Exclusive Right to Negotiate to Campeau/ Goldrich, Kest and Stern for development of the A-2 site subject to the following conditions: 1. That within 30 days of the 90-day period, the developer re-submit a pro forma for their proj- ect using an assumed land cost of approximately $15 per square foot. If such a pro forma is not submitted, the exclusive right will be subject to termination by the Agency. 2. The developer must submit specific details in the physical plans on the phasing of the park- ing garage and agree to build the garage to allow for phasing. 3. The provision of Fourth Street retail must remain as an integral part of future plans. 4. The developer agrees to start construction within nine months of signing the exclusive right to negotiate agreement. The agreed dis- position price will have an adjustment clause if construction is not started within six months after signing the Disposition and Development Agreement. B. DEVELOPER SELECTION FOR A-I SITE (FIRST AND FLOWER) Recommendation: Adopt Resolution 82-5: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE AN EXCLUSIVE NEGOTIATION AGREEMENT WITH PHILIPSON DEVELOPMENT PARTNERSHIP FOR PROPERTY KNOWN AS THE "A-l SITE". -3- . . . 8. 9. 10. Commission Recommendation: Recommend that the Agency grant a 90-day Exclus1ve Right to Negotiate to the Philipson Development Partnership for development of the A-I site subject to the following conditions: 1. That the developer agrees that a $50,000 cash good faith deposit shall be included as a term of the Disposition and Development Agreement. 2.
