Recommendation: Approve Minutes of Regular Meeting held on March 15,1983, and Special Meeting held on April 4, 1983, and Adjourned Regular Meeting held on April 12, 1983. PUBLIC HEARING A. PUBLIC HEARING REGARDING ENVIRONMENTAL IMPACT REPORT FOR SANTA ANA FASHION SQUARE PROJECT Recommendation: Receive and file comments. Commission Recommendation: Not applicable. 3. RESOLUTIONS A. ISSUANCE OF TAX ALLOCATION REFUNDING BONDS IN THE REDEVEL- OPMENT PROJECT AREA Recommendation: Adopt Resolution 83-10: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AMENDING RESOLUTION 83-8 AND AUTHORIZING THE ISSUANCE OF TAX ALLOCATION REFUNDING BONDS OF SAID AGENCY IN A PRINCIPAL AMOUNT OF SIXTEEN MILLION FIVE HUNDRED THOUSAND DOLLARS ($16,500,000) TO REFUND THE $13,500,000 1978 TAX ALLOCATION BONDS OF THE AGENCY AND TO FINANCE A PORTION OF THE COST OF A REDEVELOPMENT PROJECT KNOWN AS THE CITY OF SANTA ANA REDEVELOPMENT PROJECT AREA. Commission Recommendation: Recommend that the Agency adopt a resolution amending Resolution 83-8 which sets forth the terms and conditions of the bonds and establishes the amount of the issue. . 4. . . LEASE AGREEMENT/MASS COMMUTING COMMERCIAL FACILITIES Recommendation: Approve and adopt Resolution 83-11: A RESOLUTION OF THE COMMUNITY REDEVELOP- MENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE EXECUTION OF A LEASE AGREEMENT WITH THE CITY OF SANTA ANA WITH RESPECT TO COMMERCIAL FACILITIES. Commission Recommendation: Not applicable. REQUEST FOR PROPOSALS A. B. A-2 DEVELOPMENT SITE - REQUEST FOR PROPOSALS Recommendation: Authorize staff to solicit proposals for the development of the A-2 site. commission Recommendation: Recommend that the Redevelopment Agency authorize staff to solicit proposals for the development of the A-2 site. REQUEST FOR PROPOSALS FOR REHABILITATION AND DEVELOPMENT OF 318 AND 324 WEST FOURTH STREET (FORMER GUILD THEATRE/ A-6 SITE) Recommendation: Authorize staff to solicit proposals for rehabilitation and development of 318 and 324 West Fourth Street (former Guild Theatre and adjoin- ing vacant lot), designated as the A-6 site. Commission Recommendation: Recommend that the Redevelopment Agency authorize staff to solicit proposals for the rehabilitation and development of the Agency owned property at 318 and 324 West Fourth Street (former Guild Theatre site and adjoin- ing vacant lot), designated as the A-6 site. 5. AGREEMENTS A. AGREEMENT FOR LEASE OF REAL PROPERTY FOR SOUTH MAIN OFF-STREET PARKING LOT Recommendation: Approve an agreement to lease with a three-year option to purchase from Pauline Wright for the real property located at 2141 South Main Street. commission Recommendation: That the Agency autho- rize the Chairman to execute an agreement to lease with a three-year option to purchase at the fair market value the subject property from Pauline Wright for a lease term of 10 years at $8,400 per year. . . . MAJOR COMMERCIAL REHABILITATION LOAN PROGRAM- SUPPLEMENTAL LOAN AGREEMENT FOR THE 505 N. MAIN STREET (Flaherty project) B. Recommendation: Recommend approval of a supple- mental loan agreement for the 505 N. Main Street Company (Flaherty project). Commission Recommendation: The Redevelopment Comm1ss10n, at 1tS meet1ng held on April 5, 1983, recommended that the Agency approve a supplemental loan agreement for the 505 N. Main Street Company (Flaherty project) which will extend an original one-year supplemental loan of $105,541 to a full four-year term, and will provide up to $40,000.00 in additional loan funds for the completion of rehabilitation, subject to an agreement by the Borrower that he will pay the interest on the additional funds annually, at an interest rate of 10.3125% beginning December 21,1983. C. CONSULTANT AGREEMENTS, SANTA ANA TRANSPORTATION CENTER Recommendation: 1. Approve an agreement with Jones, Hall, Hill and White for special legal services. 2. Approve an agreement with Rauscher pierce Refsnes, Inc. for financial consultant services. Commission Recommendation: Recommend that the Agency approve agreements with Jones, Hall, Hill and White as bond counsel, and Rauscher pierce Refsnes, Inc. as financial consultant. 6. ORAL COMMUNICATIONS - Report on marketing strategy for the downtown. 7. ADJOURNMENT - Adjourn meeting to May 2, 1983, 2:00 P.M. in the City Council Chambers.
