PUBLIC HEARINGS
A.
CONTINUATION OF JOINT PUBLIC HEARING FOR A-3 DEVELOPMENT
SITE
Agency Recommendation:
1.
Cancel the joint public hearing on the C.M.
Plaza development for the A-3 site.
2.
Provide the County of Orange with the oppor-
tunity to submit to the Agency, by its meeting
of September 18, 1984, a proposal to develop
the A-3 site as an urban park with approxi-
mately 350 underground parking spaces and a
restaurant pad. This proposal must be in the
form of an executed Disposition and Development
Agreement.
3.
If the County's proposal is not submitted by
September 18, 1984, set the Agency meeting date
of October 16, 1984 for the adoption of a Dis-
position and Development Agreement with C.M.
Plaza for a development to include a minimum of
90,000 sq~are feet of office/commercial space
with on-site structured parking.
Council Recommendation: Cancel the joint public
hearing on the C.M. Plaza development for the A-3
site.

B.
JOINT PUBLIC HEARING REGARDING THE DISPOSITION AND DEVEL-
OPMENT WITH LOWY DEVELOPMENT CORPORATION FOR C-5 SITE
Agency Recommendation:
1.
Approve, at their July 17, 1984, regular meet-
ing, the conceptual development plans proposed
by Lowy Development Corporation for the C-5
site;
2.
Adopt Resolution 84-14: A RESOLUTION OF THE
COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF
SANTA ANA APPROVING AN AGREEMENT BETWEEN THE
AGENCY AND LOWY DEVELOPMENT CORPORATION; and
3.
Approve the project budget and authorize its
implementation by the Redevelopment Commis-
sion.
Council Recommendation: Adopt: A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SANTA ANA MAKING CERTAIN
FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE
RECEIVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF SANTA ANA PURSUANT TO A DISPOSITION AND
DEVELOPMENT AGREEMENT BETWEEN THE COMMUNITY REDEVEL-
OPMENT AGENCY OF THE CITY OF SANTA ANA AND LOWY
DEVELOPMENT. CORPORATION FOR THE SALE OF CERTAIN REAL
PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT AND
APPROVING THE SALE OF SAID REAL PROPERTY UPON THE
TERMS AND CONDITIONS CONTAINED IN THAT AGREEMENT.
Commission Recommendation: The Redevelopment Com-
mission will consider this item at their meeting of
July 17, and an oral report will be given to the
Agency as to their recommendation.

Recommendation: Approve Minutes of Regular Meeting
held on May 15, 1984; Regular Meeting held on June
19, 1984; and Adjourned Regular Meeting held on June
25,1984.
AGREEMENTS & RELATED
A.
OFFER TO PURCHASE AGREEMENT, SANTA ANA AUTO CENTER
Recommendation: Approve the form of the Offer to
Purchase Agreement for the proposed Santa Ana Auto
Center and authorize the Executive Director to exe-
cute the Agreements as necessary.
Commission Recommendation:
Not applicable.

B.
A NINETY DAY EXTENSION TO THE EXCLUSIVE RIGHT TO NEGO-
TIATE WITH LOWY DEVELOPMENT CORPORATION FOR THE A-13 SITE
Recommendation: Grant a 9Ø-day extension to the
exclusive right to negotiate with Lowy Development
Corporation for the A-13 site.
Commission Recommendation:
Not applicable.
C.
SELECTION OF BOND COUNSEL AND FINANCING CONSULTANT WITH
REGARD TO THE SANTA ANA AUTO CENTER
Recommendation: Select Stradling, Yocca, Carlson
and Rauth as bond counsel and Rauscher pierce
Refsnes, Inc. as financing consultant for purposes
of issuing a tax allocation bond to assist in the
financing of the Santa Ana Auto Center; and autho-
rize the Executive Director to execute the necessary
consultant agreements.
Commission Recommendation: The Redevelopment Com-
mission will consider this item at their meeting of
July 17, and an oral report will be made as to their
recommendation.
D.
AMENDMENT TO FEE SCHEDULE FOR SPECIAL COUNSEL SERVICES
Recommendation: Approve the revised fee schedule
for special counsel services, as outlined on Exhibit
A, and authorize the Executive Director to execute
the necessary documents.
Commission Recommendation:
Not applicable.
