NOTICE: All matters listed under Consent Calendar will be acted
upon by one motion affirming the action recommended on the Agenda.
There will be no separate discussion of these items prior to voting
unless members of the Agency, staff or the public request specific
items to be removed from the Consent Calendar for separate action.

Recommendation: Approve Minutes of Regular
Meeting held on March 2Ø, 1984, and Special
Meeting held on March 23, 1984.

CONVEYANCE OF PROPERTY
A.
CONVEYANCE OF AGENCY PROPERTY LOCATED AT THE NORTHWEST
CORNER OF FOURTH AND FRENCH STREETS TO THE CITY OF
SANTA ANA
Recommendation: Authorize the Chairman and the
Executive Director to execute a Grant Deed conveying
the property at the northwest corner of Fourth and
French Streets, commonly known as 315 and 325 East
Fourth Street, to the City of Santa Ana.
Commission Recommendation:
Not applicable.

4. AGREEMENTS
A. DEVELOPER SELECTION FOR THE C-5 AND C-6 SITES
Recommendation:
1)
Grant a 9Ø-day exclusive right to negotiate to Lowy
Development Corporation for the development of an
office building on the C-5 site subject to design
and use modifications; and
2)
Grant a 9Ø-day exclusive right to negotiate to
Halferty Development Company for the development
of an office building on the C-6 site.

Recommendation: Grant a 9Ø-day exclusive right to
negotiate to Lowy Development Corporation for develop-
ment of the A-13 site.
Commission Recommendation: The Redevelopment Commis-
sion will consider this matter at their meeting of
April 17, and their recommendation will be verbally
presented to the Agency.
5.
RESOLUTIONS
A.
EXECUTION OF DIRECT LOAN AGREEMENTS
Recommendation: Adopt Resolution No. 84-9: A RESO-
LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY AUTHO-
RIZING THE EXECUTIVE DIRECTOR AND THE DIRECTOR OF
COMMUNITY DEVELOPMENT TO EXECUTE LOAN AGREEMENTS ON
BEHALF OF THE AGENCY PURSUANT TO THE DIRECT COMMER-
CIAL LOAN PROGRAM.

Commission Recommendation: Recommend that the Agency
adopt a resolution authorizing the Executive Director
and the Director of Community Development to execute
loan agreements on behalf of the Agency pursuant to
the direct commercial loan program.

of the Community Redevelopment Agency of the City of Santa Ana,
California, has called a Special Meeting of the Community
Redevelopment Agency to be held in Room 831, 20 civic Center
Plaza, Santa Ana, California, at the hour of 12:30 P.M., on
Friday, March 23, 1984.
The purpose of the meeting is as follows:
