A.
EXCLUSIVE RIGHT TO NEGOTIATE, RIVERVIEW COMMUNITY
PARTNERSHIP (FIRST STREET/FIFTH STREET/SUSAN
STREET/SANTA ANA RIVER)
Recommendation: Grant a l80-day Exclusive Right to
Negotlate to the Riverview Community Partnership
for the development of a single family residential
project on property west of the Santa Ana River
between First, Fifth and Susan Streets.
Commission Recommendation: On March 19, the
Redevelopment Commission voted to recommend that
the Agency grant a l80-day Exclusive Right to
Negotiate to Riverview Community partnership.
B.
EXCLUSIVE RIGHT TO NEGOTIATE, MDC REALTY, INC.
Recommendation: Grant a 90-day Exclusive Right to
Negotiate to MDC Realty, Inc.
Commission Recommendation: Recommended that the
Redevelopment Agency grant a 90-day Exclusive Right
to Negotiate to MDC Realty, Inc.

DISPOSITION & DEVELOPMENT AGREEMENT FOR THE C-5 SITE,
LOWY DEVELOPMENT CORP.
Recommendation: Approve and consent to the
assignment of that certain Disposition &
Development Agreement with Lowy Development
Corporation, dated July 17, 1984, to Lowy/Merit.
Commission Recommendation:
Not applicable.
A-8 SITE DEVELOPMENT
Recommendation:
1.
Approve the proposed concept for the
development of the A-8 site as outlined in the
attached Memorandum of Understanding.
2.
Authorize staff to prepare the final
Disposition and Development Agreement and
notice June 25, as the date for a Joint Public
Hearing of the City Council and Redevelopment
Agency for approval.

APPRAISALS
A.
5.
AUTHORIZATION TO HIRE AN APPRAISER FOR LOSS OF GOODWILL
WITHIN THE MAIN STREET CENTER
Recommendation: Recommend that the Redevelopment
Agency enter 1nto an agreement with Higgins, Marcus
& Lovett, Inc. for the goodwill appraisal of
various tenants within the Main Street center.
Commission Recommendation:
Not applicable.
ACQUISITIONS
A.
AGREEMENT FOR SALE AND PURCHASE OF REAL PROPERTY, SANTA
ANA AUTO MALL
Recommendation:
(l) Approve the Agreement for Purchase of Real
Property between the Redevelopment Agency, the City
of Santa Ana and Santa Fe Land Improvement Company,
subject to modification as deemed necessary by the
Executive Director and the City Attorney; and
authorize execution of said Agreement by the
Chairman;

(2) Approve and adopt Agency Resolution No. 85-16
which amends Resolution No. 84-20 and provides for
certain funds to be transferred to a collection
agent pursuant to the terms of the Agreement for
Sale with Santa Fe Land Improvement Company; and
(3) Authorize the Executive Director of the Agency
to execute an agreement for collection agent
services and any other documents deemed necessary
to implement the terms of the subject Sale and
Purchase Agreement.

B.
SANTA ANA BUSINESS INCUBATOR FACILITY - SITE ACQUISITION
Recommendation: Authorize the Chairman of the
Community Redevelopment Agency to execute a real
property purchase agreement with the Southern
Pacific Land Company for acquisition of certain
real property on the northeast corner of Poinsettia
Street and Santa Ana Boulevard, for a purchase
price not to exceed $423,000, as the site for the
Santa Ana Business Incubator facility.
Commission Recommendation:

APPROVAL OF RESOLUTION AUTHORIZING RELOCATION PAYMENTS
Recommendation: Adopt Resolution 85-14: A
RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF SANTA ANA AUTHORIZING THE EXECUTIVE
DIRECTOR OF THE AGENCY TO APPROVE RELOCATION
PAYMENTS.

PUBLIC HEARING TO ADOPT RESOLUTION 85-l7 DIRECTING
CONDEMNATION OF PROPERTY WITHIN THE A-10 DEVELOPMENT
SITE (401 EAST FIRST STREET)
Recommendation: Adopt Resolution No. 85-17: A
RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE
CONDEMNATION OF CERTAIN REAL PROPERTY FOR
REDEVELOPMENT PURPOSES IN THE A-10 DEVELOPMENT SITE
IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND
DECLARING THE PUBLIC NECESSITY THEREFORE (401 EAST
FIRST STREET).
