Commission Recommendation: Not applicable. AGREEMENTS AND CONTRACTS A. ASSIGNMENT OF LEASE AGREEMENT BETWEEN THE AGENCY AND LLOYDS BANK OF CALIFORNIA Recommendation: Authorize the Chairman of the CommunIty Redevelopment Agency of the City of Santa Ana to execute an assignment of the existing Lease Agreement between Lloyds Bank California California and the Agency to Fourth and Main Associates. Recommendation: Recommend that the Community Redevelopment Agency authorize the Chairman of the Agency to execute an assignment, to Fourth and Main Associates, of the Lease between Lloyds Bank California and the Agency. B. AWARD OF CONTRACT FOR PROJECT 9255-C FOR SANTA ANA AUTO MALL LANDSCAPE IMPROVEMENTS AND APPROPRIATION ADJUSTMENT NO. 178 Recommendation: Approve the repayment to the General fund (Account 011-013-850) of $1,781,180.00 of the loan to the South Harbor Redevelopment Project Area fund (Account 544-936-811) and accept a loan from the General 3. . . . fund (Account 011-013-850) of $1,781,180.00 to the South Main Redevelopment Project Area fund for the Auto Mall Project (Accounts 550-936-631 and 550-939-791). City Council Recommendation: that the City Council: It is recommended (1) Award a contract to Hondo Company, Inc., the lowest responsive bidder for Phase II, Construction of Landscape Improvements, Santa Ana Auto Mall, in the amount of $992,401.50; and (2 ) Approve Appropriation Adjustment No. 178 transferring funds from the General fund (Account 011-013-850) to the South Main Auto Mall project funds (Accounts (550-936-631 and 553-939-791). APPROVAL TO RESCIND DISPOSITION AND DEVELOPMENT AGREEMENT ON THE A-9 SITE Recommendation: Authorize the Chairman of the CommunIty Redevelopment Agency of the City of Santa Ana to execute an agreement rescinding the Disposition and Development Agreement with Urban Ventures Corporation on the A-9 site. 5. DEFERRED LOANS A. DEFERRED LOAN FOR REHABILITATION OF THE MASONIC TEMPLE AND CORRESPONDING APPROPRIATIONS ADJUSTMENT NO. 185 Recommendation: Approve a $400,000 seven (7) year, zero interest Deferred Loan secured by a trust deed to CM Properties, Inc. to provide the gap financing required to facilitate the rehabilitation of the Masonic Temple. 4. . . . City Council Recommendation Approve Appro~riation Adjustment No. 185 transferring $400,000 of CDBG funds from the Spurgeon Building Rehabilitation Project to the Masonic Temple Rehabilitation Project. Commission Recommendation: Recommend that the Agency approve a $400,000 seven (7) year, zero interest Deferred Loan secured by a trust deed to CM Properties, Inc. to provide the gap financing required to facilitate the rehabilitation of the Masonic Temple. 6. REQUESTS FOR PROPOSALS A. REQUEST FOR PROPOSALS FOR THE C-8 SITE Recommendation: Delay issuance of the Request for Proposals for the subject site pending resolution of the freeway widening issues.
