MINUTES Recommendation: Approve the Minutes of the Joint Regular Meeting of the Community Redevelopment Agency/City Council held on July 21, 1987. PUBLIC HEARING A. PUBLIC HEARING TO ADOPT RESOLUTION NO. 87-15 DIRECTING CONDEMNATION OF PROPERTY WITHIN THE BOWERS MUSEUM EXPANSION PARKING SITE (1902 AND 1904 NORTH MAIN STREET) Recommendation: Adopt Resolution No. 87-15: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE BOWERS MUSEUM EXPANSION SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. commission Recommendation: Recommend that the Agency adopt a Resolution of Necessity authorizing and directing the condemnation of real property in the Bowers Museum Expansion Parking site identified as Assessor Parcel No. 002-162-33; 1902 and 1904 North Main Street. . . . 3. RESOLUTION A. BRISTOL CORRIDOR REDEVELOPMENT PROJECT AREA 4. Recommendation: Adopt Resolution No. 87-16: RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA, CALIFORNIA, RECEIVING THE PRELIMINARY PLAN FOR THE BRISTOL CORRIDOR REDEVELOPMENT PROJECT, ESTABLISHING THE PROJECT BASE YEAR ASSESSMENT ROLL, AUTHORIZING AND DIRECTING THE FILING INFORMATION REQUIRED BY SECTIONS 33327 AND 33328 OF THE COMMUNITY REDEVELOPMENT LAW, AND AUTHORIZING PAYMENT OF A FILING FEE TO THE STATE BOARD OF EQUALIZATION. commission Recommendation: In this action, it is the Redevelopment Agency that is forwarding the Preliminary Plan to the Commission for preparation of an official Redevelopment Plan and Environmental Impact Report. ACQUISITION A. ACQUISITION OF REAL PROPERTY LOCATED AT 110 WEST 20th STREET Recommendation: Authorize the Chairman and Executive Director of the Community Redevelopment Agency of the City of Santa Ana to execute all appropriate documents for acquisition of the real property at 110 West Twentieth Street in the city of Santa Ana from Velma N. Park, Trustee, for the sum of $107,000.00. commission Recommendation: Recommend that the Agency authorize the Chairman and Executive Director to execute a purchase agreement for acquisition of the real property at 110 West Twentieth Street in the city of Santa Ana from Velma N. AGREEMENT FOR CONTRACT SERVICES WITH KATHY LUSK AND ASSOCIATES Recommendation: Approve an agreement with Kathy Lusk and Associates for the implementation of the Employment Linkages Program. Commission Recommendation: Recommend that the Community Redevelopment Agency approve an agreement with Kathy Lusk and Associates for the implementation of the Employment Linkages Program. B. AMENDMENT TO THE A-9 DISPOSITION AND DEVELOPMENT AGREEMENT Recommendation: Recommend that the Redevelopment Agency enter into a Third Amendment to the Disposition and Development Agreement with Urban Ventures to ensure quality control on the A-9 project. commission Recommendation: The Redevelopment Commission will consider this matter at their meeting of August 19, and their recommendation will be verbally presented to the Agency. FUND TRANSFER FUND TRANSFER FOR THE SANTA ANA PROUD PROGRAM Recommendation: Approve the repayment of $100,000 from various Agency funds to the General Fund for the implementation of the SANTA ANA PROUD program with the Santa Ana Chamber of Commerce. commission Recommendation: Not applicable. DELEGATION OF AUTHORITY A. STOREFRONT IMPROVEMENT REBATE PROGRAM Recommendation: Delegate approval authority for the Storefront Improvement Rebate Program to the Santa Ana Economic Development Corporation. AGENCY'S SECRETARY'S REPORT Recommendation: Instruct the Agency Secretary to enter into the Minutes: Pursuant to Government Code section 54954.2, the August 4, 1987 Community Redevelopment Agency Agenda was posted on the door of the Council Chambers, 22 civic Center Plaza, at 1:05 P.M. on August 14, 1987.
