Recommendation: Receive and file the strategy plans for the South Main and South Harbor Redevelopment Project Areas. Commission Recommendation: That the Redevelopment Agency receive and file the strategy plans for the South Main and South Harbor Redevelopment Project Areas. BUSINESS SESSION - Council Chambers 2 . MINUTES Recommendation: Approve the Minutes of the Joint Regular Meeting of the Community Redevelopment Agency/City Council held February 17, 1987. . . . . 3. PUBLIC HEARING A. JOINT PUBLIC HEARING REGARDING 'lliE OWNER PARTICIPATION AGREEMENT WIlli SYCAMORE RETIREMENT APARTMENTS, LTD. AND MERCURY SAVINGS AND LOAN ASSOCIATION Recommendation: 1. Adopt Resolution 86-58: A RESOLUTION OF 'lliE COMMUNITY REDEVELOPMENT AGENCY OF 'lliE CITY OF SANTA ANA APPROVING AN OWNER PARTICIPATION AGREEMENT BETWEEN 'lliE AGENCY AND SYCAMORE RETIREMENT APARTMENTS, LTD. AND MERCURY SAVINGS AND LOAN ASSOCIATION; 2. Approve the conceptual development plans proposed by Sycamore Retirement Apartments, Ltd.; Approve the project budget and authorize its implementation by the Redevelopment Commission. 3. Council Recommendation: Adopt a RESOLUTION OF 'lliE CITY COUNCIL OF 'lliE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WIlli RESPECT TO 'lliE CONSIDERATION TO BE RECEIVED BY 'lliE C<M4UNITY REDEVELOPMENT AGENCY OF 'lliE CITY OF SANTA ANA PURSUANT TO AN OWNER PARTICIPATION AGREEMENT BEIWEEN 'lliE C<JM.1UNITY REDEVELOPMENT AGENCY OF 'lliE CITY OF SANTA ANA AND SYCAMORE RETIREMENT APARTMENTS, LTD. AND MERCURY SAVINGS AND LOAN ASSOCIATION FOR 'lliE SALE OF SAID REAL PROPERTY UPON 'lliE TERMS AND CONDITIONS CONTAINED IN WAT AGREEMENT . Commission Recommendation: Recommend that the Redevelopment Agency: 1. Approve an Owner Participation Agreement with Sycamore Retirement Apartments, Ltd. and Mercury Savings and Loan Association. 2. Approve the conceptual development plans proposed by the developer for the site. 3. Approve the project budget and authorize its implementation by the Redevelopment Commission. -2- . . 3B. PUBLIC HEARING TO ADOPT RESOLlITION 87-09 DIRECTING CONDEMNATION OF LEASHIOLD INTEREST IN CERTAIN PROPERTY WI11HN 1HE FASHION SQUARE REDEVELOPMENT SITE (H2l FASHION SQUARE, 2850 N. MAIN STREET, PORTION OF ASSESSOR PARCEL NO. 002-221-06) Reconunendation: ADOPT RESOLlITION 87-09: A RESOLlITION OF 1HE C(M.IIJNITY REDEVELOPMENT AGENCY OF TIIE CITY OF SANTA ANA AU1HORIZING AND DIRECTING TIIE CONDEMNATION OF '!HAT CERTAIN LEASffiOLD INTEREST HELD BY SEE I S CANDY SHOPS. INC.. A CALIFORNIA CORPORATION, IN '!HAT CERTAIN REAL PROPERTY KNOWN AS 1#21 FASHION SQUARE. 2850 NORm MAIN STREET. FOR REDEVELOPMENT PURPOSES IN TIIE FASHION SQUARE EXPANSION AND REDEVELOPMENT SITE IN TIIE CITY OF SANTA ANA, STATE OF CALIFORNIA. AND DECLARING TIIE PUBLIC NECESSITY 1HEREFOR. Conunission Reconunendation: That the Conununity Redevelopment Agency adopt a Resolution of Necessity authorizing and directing the filing of an action in eminent domain to acquire the leasehold interest in 1#21 Fashion Square, 2850 N. Main Street, Santa Ana, California. 4. ACQUISITIONS A. . PROPERTY ACQUISITION - SYCAMORE APARTMENTS DEVELOPMENT SITE Reconunendation: Authorize the Chairman and Executive Director of the Community Redevelopment Agency of the Ci ty of Santa Ana to execute all appropriate documents for acquisition of real property at 220 and 222 South Sycamore Street. Conunission Reconunendation: The Redevelopment Conunission will consider this matter at its meeting of March 17. 1987. The Conunission 's recommendation will be transmitted to the Agency during staff's oral presentation. -3- . . . . " . 5. RIND TRANSFER A. RIND TRANSFER TO 'IHE STOREFRONT IMPROVFMENT REBATE PROGRAM Recommendation: Approve the repayment of $42,500 from the North Harbor Project Area Fund to the General Fund for the purpose of providing funds for the Storefront Improvement Rebate Program on a city-wide basis. 6.
