COUNCIL CALL TO ORDER PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL 1. MINUTES Recommendation: Approve the Minutes of the Regular Meeting, held December 16, 1986. 2. PUBLIC HEARINGS A. JOINT PUBLIC HEARING REGARDING THE OWNER PARTICIPATION AGREEMENT WITH SYCAMORE RETIREMENT APARTMENTS, LTD. AND MERCURY SAVINGS AND LOAN ASSOCIATION Recommendation: That the Redevelopment Agency: 1. Adopt Resolution No. 86-58: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA APPROVING AN OWNER PARTICIPATION AGREEMENT BETWEEN THE AGENCY AND SYCAMORE RETIREMENT APARTMENTS, LTD. AND MERCURY SAVINGS AND LOAN ASSOCIATION; 2. Approve conceptual development plans proposed by Sycamore Retirement Apartments, Ltd.; and 3. Approve the project budget and authorize its implementation by the Redevelopment Commission Council Recommendation: Adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO AN OWNER PARTICIPATION AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND SYCAMORE RETIREMENT APARTMENTS. LTD. AND MERCURY SAVINGS AND LOAN ASSOCIATION FOR THE SALE OF CERTAIN REAL PROPERTY AND APPROVING THE SALE OF SAID REAL PROPERTY UPON THE TERMS AND CONDITIONS CONTAINED IN THAT AGREEMENT. . . C. . Approve conceptual development plans proposed by Sycamore Retirement Apartments, Ltd.; and Approve the project budget and authorize its implementation by the Redevelopment Commission. 3. B. JOINT PUBLIC HEARING REGARDING THE FIESTA MARKETPLACE PROJECT Recommendation: Adopt Resolution No. 87-07: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA APPROVING AN AMENDMENT OF AGREEMENT WITH FIESTA MARKETPLACE PARTNERS. Council Recommendation: 1. Adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING AN AMENDMENT TO A DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND FIESTA MARKETPLACE PARTNERS. 2. Approve and authorize the Mayor to execute a Lease Agreement, a License Agreement, and a Property Line Agreement for the development of Fiesta Marketplace. Commission Recommendation: That the Redevelopment Agency approve and authorize the Chairman to execute the Amendment to the Disposition and Development Agreement. PUBLIC HEARING TO ADOPT A RESOLUTION DIRECTING CONDEMNATION OF LEASEHOLD INTEREST WITHIN THE FASHION SQUARE REDEVELOPMENT SITE (*26 FASHION SQUARE, 2850 N. MAIN STREET, PORTION OF ASSESSOR PARCEL NO. 002-221-06) Recommendation: Adopt Resolution No. 87-01: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF THAT CERTAIN LEASEHOLD INTEREST HELD BY DAVID G. DAVIS AND BARBARA A. DAVIS, DBA SNACK'S 5TH AVENUE, IN THAT CERTAIN REAL PROPERTY KNOWN AS *26 FASHION SQUARE, 2850 NORTH MAIN STREET, FOR REDEVELOPMENT PURPOSES IN THE FASHION SQUARE EXPANSION AND DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. 2. . . MAIN STREET, PORTION OF ASSESSOR PARCEL NO. 002-221-05) Recommendation: Adopt Resolution No. 87-02: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF THAT CERTAIN LEASEHOLD INTEREST HELD BY CATHIE S. WYRICK AND MELISSA CORY LUTHER, DBA MAIL BOXES, U.S.A. IN THAT CERTAIN REAL PROPERTY KNOWN AS #31 FASHION SQUARE, 2850 NORTH MAIN STREET. FOR REDEVELOPMENT PURPOSES IN THE FASHION SQUARE EXPANSION AND DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. PUBLIC HEARING TO ADOPT A RESOLUTION DIRECTING CONDEMNATION OF PROPERTY WITHIN THE RIVERVIEW REDEVELOPMENT SITE (3026 WEST FIFTH STREET) Recommendation: Adopt Resolution No. 87-04: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE RIVERVIEW REDEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR (3026 WEST FIFTH STREET). Commission Recommendation: This matter will be presented to the Redevelopment Commission at its meeting of January 20, 1987, and their recommendation will be verbally transmitted to the Redevelopment Agency by staff at the Agency's meeting of January 20, 1987. G. PUBLIC HEARING TO ADOPT A RESOLUTION DIRECTING CONDEMNATION OF PROPERTY WITHIN THE RIVERVIEW REDEVELOPMENT SITE (3225 WEST FIRST STREET) Recommendation: Adopt Resolution No. 87-05: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE RIVERVIEW REDEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR (3225 WEST FIRST STREET). Commission Recommendation: That the Redevelopment Agency adopt a Resolution of Necessity authorizing the City Attorney to file an action in eminent domain for 3225 West First Street, within the Riverview Redevelopment Site. APPROPRIATIONS ADJUSTMENT A. FUND TRANSFER FOR THE SCHOOL SITE ACQUISITION AND IMPROVEMENT FUND (APPROPRIATIONS ADJUSTMENT NO. 92) Recommendation: Approve the repayment of $464,240 from the South Main Redevelopment Project Area Fund to the General Fund for the purpose of providing funds for the School Site Acquisition and Improvement Fund. Council Recommendation: Approve Appropriation Adjustment No. 92 transferring $464,240 from the South Main Project Area (Account No. 554-936-631) to the School Site Acquisition and Improvement Funds (Account No. 053-501-431). 4. . 4. . . 5. AGREEMENTS AND CONTRACTS A. AGREEMENT FOR ARCHITECTURAL SERVICES - BOWERS MUSEUM Recommendation: 1. Authorize the City Attorney to prepare and the Chairman to execute an agreement with Hardy, Holzman, Pfeiffer Associates for architectural consulting services for the Bowers Museum building expansion program; and 2. RESOLUTIONS A. OF 1985 TAX AMENDING RESOLUTION REGARDING THE ISSUANCE ALLOCATION BONDS FOR THE MAINPLACE PROJECT 5. . . . Recommendation: Adopt Resolution No. 87-06: A RESOLUTION OF THE CITY OF SANTA ANA COMMUNITY REDEVELOPMENT AGENCY AMENDING RESOLUTION NO. 85-61 AUTHORIZING THE ISSUANCE OF TAX ALLOCATION REFUNDING BONDS OF SAID AGENCY (MAINPLACE PROJECT) Commission Recommendation: That the Redevelopment Agency adopt a Resolution to amend Resolution No. 85-61 which authorized the issuance of tax allocation bonds (1985. Series E) for the MainPlace Project. 6. REQUEST FOR PROPOSALS A. REQUEST FOR PROPOSALS FOR CONSULTANT SERVICES, BRISTOL CORRIDOR Recommendation: Authorize staff to solicit proposals for the preparation of the Bristol Corridor Redevelopment Plan. Commission Recommendation: That the Redevelopment Agency authorize staff to solicit proposals for the preparation of the Bristol Corridor Redevelopment Plan. 7. LOAN PROGRAMS A.
