MINUTES Agency 'Action: Approve the Minutes of the Regular meeting of the Community Redevelopment Agency held June 21, 1988. 3. AGREEMENT A. EXCLUSIVE RIGHT TO NEGOTIATE TO HUTTON DEVELOPMENT FOR THE A-13 SITE Agencÿ'Aètion: Grant a l80-day Exclusive Right to Negotiate to Hutton Development Company, Inc. for the development of the A-13 site at the southwest corner of Flower Street and Santa Ana Boulevard. BUDGET ADJUSTMENT A. NORTH HARBOR PROJECT AREA BUDGET ADJUSTMENT - GARDEN GROVE UNIFIED SCHOOL DISTRICT AGREEMENT Agency Action: Recognize $140,000 in additional balanc~forward revenues in the North Harbor Project Area (530-10), and appropriate $22,000 of the funds to the repayment of debt to the General Fund for the purpose of providing monies to the Garden Grove Unified School District Acquisition Fund (56-503-931) and the balance of $118,000 to the North Harbor Project Area account for reserve appropriations (530-935-911). -1- . . . 4. 5. 6. INFILL NEW CONSTRUCTION LOAN -- 1060 WEST THIRD STREET - CIVIC CENTER BARRIO HOUSING CORPORATION Agency Action: Approve the funding of an Infill New Construction Loan to Civic Center Barrio Housing Corporation in an amount not to exceed $50,000 to facilitate the development of six residential rental units at 1060 West Third Street. BID AWARD A. 500 NORTH MAIN STREET SIDEWALK IMPROVEMENTS, PROJECT 7469 Agency Action: Award the contract to Hauschild Construction, Inc., the lowest responsive bidder, in the amount of $289,155.00 for the 500 North Main Street sidewalk improvements. RESOLUTION A. AB 265 (CHAPTER 1135, STATUTES OF 1985) RESIDENTIAL SET-ASIDE COMPLIANCE FINDING Agency Action: Adopt a resolution: RESOLUTION NO. 88-12 - A resolution finding that the Agency is exempt from the requirement of appropriating 20 percent of the tax increment in the Central City project Area for low- and moderate-income housing because a substantial effort to meet these housing needs is being made through a combination of Community Development Block Grant funds and the tax increment revenues from the other four project areas. Redevelopment Commission Rècommendation: Recommend that the Redevelopment Agency adopt a resolution finding that the Agency is exempt from the requirement of appropriating 20 percent of the tax increment in the Central City Project Area for low- and moderate-income housing because a substantial effort to meet these housing needs is being made through a combination of Community Development Block Grant funds and the tax increment revenues from the other four project areas, by a vote of 5:0 (Rosenow and Mack absent) . 8. AGENCY SECRETARY REPORT Agéncy Action: Instruct the Agency Secretary to enter into the Minutes: Pursuant to Government Code Section 54954.2, the June 21, 1988 Community Redevelopment Agency Agenda was posted on the door of the Council Chambers, 22 Civic Center Plaza, at 1 p.m. on June 15, 1988. 9.
