Agency Action: Approve the Minutes of the Regular Meeting of
the Community Redevelopment Agency held February 16. 1988.

PUBLIC HEARINGS
A.
JOINT PUBLIC HEARING REGARDING THE DISPOSITION AND DEVELOPMENT
AGREEMENT WITH HISTORIC FRENCH PARK ASSOCIATION, INC.
Agency Action:
Adopt a resolution.
RESOLUTION NO. 88-06 ~ A Resolution of the Community
Redevelopment Agency of the City of Santa Ana Approving an
Agreement between the Agency and Historic French Park
Association. Inc.
City Council Action: Adopt a resolution making certain
findings with respect to the consideration to be received by
the Community Redevelopment Agency of the City of Santa Ana
pursuant to a Disposition and Development Agreement between
the Community Redevelopment Agency of the City of Santa Ana
and Historic French Park Association, Inc. for the sale of
said real property upon the terms and conditions contained in
that agreement.

Redevelopment Commission Recommendation: Recommend the
Redevelopment Agency approve a Disposition and Development
Agreement with Historic French Park Association. Inc. and
authorize its execution by the Chairman of the Redevelopment
Agency by a vote of 4:2 (Gosse and Mack opposed, Mills absent).
Housing Advisory Commission Recommendation: Recommend staff
prepare a Disposition and Development Agreement with Historic
French Park Association, Inc. by a vote of 6:0.
AGREEMENTS
A.
REIMBURSEMENT AGREEMENT FIESTA MARKETPLACE - A-8 DEVELOPMENT.
Agency Action: Authorize the Agency Attorney to prepare and
the Chairman to execute a Reimbursement Agreement with Allan
Fainbarg for parking improvements relating to Fiesta
Marketplace in an amount not to exceed $250,000.
Commission Recommendation: Recommend that the Agency
authorize its Attorney to prepare and the Chairman to execute
a Reimbursement Agreement with Allan Fainbarg for parking
improvements relating to Fiesta Marketplace in an amount not
to exceed $250,000 by a vote of 6:0 (Mills absent).
B.
AFFORDABLE DEVELOPMENT AGREEMENT BETWEEN THE SANTA ANA COMMUNITY
REDEVELOPMENT AGENCY AND RIDGEWOOD DEVELOPMENT, INC. FOR THE
BENTLEY PARKE APARTMENT PROJECT.
Agency Action: Approve and authorize the Chairman to execute
an Affordable Development Agreement between the Santa Ana
Community Redevelopment Agency and Ridgewood Development, Inc.
for the Bentley Parke Apartment Project.
Redevelopment Commission Recommendation: Recommend that the
Redevelopment Agency approve and authorize the Chairman to
execute an Affordable Development Agreement between the
Santa Ana Community Redevelopment Agency and Ridgewood
Development, Inc. for the Bentley Parke Apartment Project by a
vote of 6: 0 (Mills absent).
Housing Advisory Commission Recommendation: Recommend that
the Redevelopment Agency approve and authorize the Chairman to
execute an Affordable Development Agreement between the
Santa Ana Community Redevelopment Agency and Ridgewood
Development. Inc. for the Bentley Parke Apartment Project by a
vote of 7:0 (Thomsen and Lawson absent).

MACARTHUR PLACE/EMERSON PURCHASE AND SALE AGREEMENT.
Agency Action: Authorize the Chairman of the Redevelopment
Agency to Execute the Purchase and Sale Agreement and Joint
Escrow Instructions between Emerson Electric Co. and the
Redevelopment Agency.

RESOLUTIONS
A.
PROMISSORY NOTE BUILDERS EXCHANGE ASSOCIATES 202-210 NORTH MAIN.
Agency Action:
Adopt a resolution.
RESOLUTION NO. 88-07 - A Resolution of the Community
Redevelopment Agency of the City of Santa Ana Authorizing the
Refinancing of a Rehabilitation Loan Secured by Property
Located at 202-210 North Main Street.
Redevelopment Commission Recommendation: Recommend that the
Redevelopment Agency approve the refinancing of the matured
Builders Exchange Associates Promissory Note with terms and
conditions that include principal and interest payments, by a
vote of 6:0 (Mills absent).
