JOINT PUBLIC HEARING - BRISTOL CORRIDOR REDEVELOPMENT PROJECT AREA RedeveloDment Commission Action: 1) Adopt a resolution. RESOLUTION NO. 89-11: A Resolution of the Community Redevelopment Commission of the City of Santa Ana approving the proposed Redevelopment Plan for the Bristol Corridor Redevelopment Project and recommending its adoption by the City Council, making certain findings regarding the environmental impacts of the proposed Redevelopment Plan, and adopting a statement of overriding considerations. MOTION: SECOND: VOTE: RedeveloDment A2encv Action: 1) Adopt a resolution. RESOLUTION NO. 89-12: A Resolution of the Community Redevelopment Agency of the City of Santa Ana finding that the use of taxes allocated from the Bristol Corridor Redevelopment Project for the purpose of improving and increasing the community's supply of low and moderate income housing outside the project area will be of benefit to the project. FY 1989-90 ANNUAL BUDGET OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA Redeve1oDment Ao:encv Action: Approve the FY 1989-90 budget of the Community Redevelopment Agency of the City of Santa Ana as identified in pages 4-1 through 4-35 and 4-68 through 4-147 of the City of Santa Ana's proposed Annual Budget, 1989-90. Redeve1ODment Commission Recolllllendstion: Recommend that the Redevelopment Agency approve the 1989-90 budget, by a vote of 7:0. MOTION: SECOND: VOTE: EXCLUSIVE RIGHT TO NEGOTIATE A. EXTENSION OF EXCLUSIVE RIGHT TO NEGOTIATE TO HOPKINS DEVELOPMENT COMPANY FOR THE A-16 ORANGE COUNTY JEWEUlY MART PROJECT (bounded by First, Main, Third and Spurgeon Streets) Redeve1oDment Ao:ency Action: Grant an extension of the Exclusive Right to Negotiate to Hopkins Development Company for development of the Orange County Jewelry Kart, located on the A-16 site, to June 1, 1990. Redeve1oDment Commission Recommendation: Recommend that the Redevelopment Agency grant an extension of the Exclusive Right to Negotiate to Hopkins Development Company for development of the Orange County Jewelry Kart, located on the A-16 site, to June 1, 1990, by a vote of 6:0 (Esparza absent). Redevelonment Commission Recommendation: RecolIIDend that the Redevelopment Agency approve the issuance of a Request for Proposal for the development of three detached, single-family homes in the Eastside Neighborhood, located at 303 South Orange, by a vote of 6:0 (Esparza absent). SECOND AMENDMENT TO THE SETTLEMENT AND RELEASE AGREEMENT A-9 AND A-12 PROJECTS Redevelonment AIZencv Action: Direct the Agency Attorney to prepare and authorize the Chairman and Executive Director to execute the proposed second amendment to the Settlement and Release Agreement, A-9 and A-12 projects. Redevelonment ColIIDission Recommendation: Recommend that the Community Redevelopment Agency direct the Agency Attorney to prepare and authorize the Chairman and Executive Director to execute the proposed second amendment to the Settlement and Release Agreement, A-9 and A-12 projects, by a vote of 5:0 (Rosenow and Stiens absent). AGENCY SECRETARY REPORT Recommendation: Instruct the Agency Secretary to enter into the Minutes: Pursuant to Government Code Section 54954.2, the Agenda for the September 19, 1989 Regular Keeting of the Community Redevelopment Agency was posted on the door of the Council Chambers, 22 Civic Center Plaza, at 10 a.m. on September 15, 1989.
