Exclusive Right to Negotiate for the development of the Downtown
Development site known as A-16 (McLean Cadillac).
Commission Recommendation: Recommend that the Redevelopment Agency
grant Hopkins Development Company a 180-day Exclusive Right to
Negotiate for the development of the Downtown Development site known
as A-16 (McLean Cadillac), by a vote of 6:0 (Commissioner Rosenow
absent) .

NORTH HARBOR SPECIFIC PLAN
AlZencv Action: Direct the Agency Attorney to prepare and authorize
the Chairman and Executive Director to execute a contract with POD
for the preparation of a specific plan for the North Harb,or
Boulevard Project Area.
Commission Recommendation: Recommend that the Redevelopment Agency
direct the Agency Attorney to prepare and authorize the Agency
Chairman and Executive Director to execute a contract with POD for
the preparation of a specific plan for the North Harbor Boulevard
Project Area, by a vote of 6:0 (Commissioner Rosenow absent).

SPECIAL COUNSEL AGREEMENT - KANE, BALUtER AND BERKMAN
AlZencv Action: Direct the Agency Attorney to prepare and authorize
the Chairman and Executive Director to execute an agreement with
Kane, Ballmer and Berkman for special counsel services.
Commission Recommendation: Recommend that the Redevelopment Agency
direct the Agency Attorney to prepare and authorize the Agency
Chairman and Executive Director to execute an agreement with Kane,
Ballmer and Berkman for special counsel services, by a vote of 7:0.

ASSOCIATION - 801 WEST CIVIC CENTER DRIVE
AlZencv Action:
1.
Direct the Agency Attorney to prepare and authorize the Chairman
and the Executive Director to execute a sublease agreement with
the Greater Santa Ana Chamber of Commerce, Inc. for office space
at 801 West Civic Center Drive.
2.
Direct the Agency Attorney to prepare and authorize the Chairman
and the Executive Director to execute a sublease agreement with
the World Trade Center Association of Orange County for office
space at 801 West Civic Center Drive.

Recommend that the Redevelopment Agency direct the Agency
Attorney to prepare and authorize the Agency Chairman and the
Executive Director to execute a sublease agreement with the
Greater Santa Ana Chamber of Commerce, Inc. for office space at
801 West Civic Center Drive, by a vote of 4:1 (Gosse opposed,
Mills and Mack absent).

Attorney to prepare and authorize the Agency Chairman and the
Executive Director to execute a sublease agreement with the
World Trade Center Association of Orange County for office space
at 801 West Civic Center Drive, by a vote of 6:1 (Mack opposed).

A.
MODIFICATION OF THE FACADE IMPROVEMENT REBATE PROGRAM AND THE DIRECT
COMMERCIAL REHABILITATION LOAN PROGRAM
AlZencv Action:
1.
Authorize staff to modify the Facade Improvement Rebate Program
and the Direct Commercial Rehabilitation Loan Program within the
Agency's redevelopment project areas; and.
2.
Approve the revised terms and conditions of the programs.
Commission Recommendation:
1.
Recommend that the Agency authorize staff to modify the Facade
Improvement Rebate Program and the Direct Commercial
Rehabilitation Loan Program within the Agency's redevelopment
project areas; and
2.
Recommend that the Agency approve the revised terms and
conditions of the programs, by a vote of 7:0.

AGENCY SECRETARY REPORT
Recommendation: Instruct the Agency Secretary to enter into the
Minutes: Pursuant to Government Code Section 54954.2, the Agenda
for the February 21, 1989 Regular Meeting of the Community
Redevelopment Agency was posted on the door of the Council Chambers,
22 Civic Center Plaza, at 11 a.m. on February 15, 1989.
