HomeMy WebLinkAbout06-26-1978MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 26, 1978 The meeting was called to order by Vice Mayor Ward at 5:10 P.M. in the City Council Chambers, 22 Civic Center Plaza. Council members present were Gordon Bricken, David F. Ortiz, Harry K. Yamamoto, David L. Brandt, and Vice Mayor James E. Ward. Coun- cilman John Garthe arrived at 5:10 P.M.; Mayor Vernon S. Evans was absent. The following members of Staff were present: City Manager Bruce C. Spragg, City Attorney Keith L. Gow, Assistant City Manager Daniel Stone, and Clerk of the Council Florence I. Malone. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Allegiance to the Flag, the Invocation was given by Councilman Bricken. FINANCE DEPARTMENT BUDGET Finance Director Law- 10% REDUCTION rence M. Shaffer distrib- TENTATIVELY APPROVED uted a report to Council describing the impact of 5%, 7.4%, 10%, 11.7% and 14% reductions to his proposed $792,975 preliminary budget, and he summarized it for Council. Councilman Bricken moved to approve tentatively a 10% reduction for the Finance Department's proposed budget. Councilman Yama- moto seconded the motion, which failed on a tie vote as follows: AYES: Yamamoto, Ortiz, Bricken NOES: Brandt, Garthe, Ward ABSENT: Evans Councilman Brandt moved to approve tentatively a 7.4% reduction for the Finance Department's proposed budget. The motion was seconded by Councilman Garthe and carried as follows: AYES: Brandt, Ward, Garthe, Ortiz NOES: Yamamoto, Bricken ABSENT: Evans CA 65B PERSONNEL DEPARTMENT BUDGET Donald Bott, Director of 15% REDUCTION Personnel distributed his TENTATIVELY APPROVED report to Council outlining proposed reductions and their impacts, ranging from 7% to 15%. He stated that his proposed $379,560 budget is essentially salaries and benefits for staff members; and that he cannot effectively make any reduction without impacting the current personnel level. Councilman Bricken moved to approve tentatively a 15% reduction for the Personnel Department. The motion was seconded by Council- man Ortiz and carried 5:1, with Councilman Garthe dissenting. Mr. Bott stated that a 15% reduction would eliminate all training for a city this size, eliminate the ability to purchase exam material, eliminate fingerprinting of job applicants, eliminate CITY COUNCIL MINUTES 257 JUNE 26, 1978 psychiatric exams for police officer candidates and processes in terms of hearings and that in his opinion it would not repre- sent a cost savings at all, but rather a doomsday approach. Councilman Bricken responded that it is a matter of providing services, with 15% less expenditures, by implementing creative management. CA 65B BOWERS MUSEUM DEPARTMENT BUDGET Reilly Rhodes, Director 5% REDUCTION of Bowers Museum, distrib- TENTATIVELY APPROVED uted reports describing the Museum staff and opera- tion and a proposed 5%, 8.6% and 13.6% reduction in his operating budget. He summarized the report material, including his long range goals and objectives for expansion, County museum status and sources of private and public income to facilitate them. Councilman Bricken moved to approve tentatively a 5% reduction for the Museum Department's $372,670 operating budget. The motion was seconded by Councilman Ortiz and carried unanimously 6:0. CA 65B COMMUNITY RELATIONS BUDGET Peter Grams, Director of 17.45% REDUCTION the Community Relations TENTATIVELY APPROVED Department, distributed his report of proposed 8% - 34% reductions to his preliminary budget of $236,000, including a department staffing summary. He stated that any reduction beyond 8% would hurt the departmental services very badly; and that coordinator positions and community center services would have to be eliminated to achieve budget reductions. Councilman Brandt moved to approve tentatively a 17.45% reduction for the Community Relations Department operating budget. The motion was seconded by Councilman Garthe and carried unanimously 6:0. Prior to the vote on the motion, Councilman Bricken stated that he would prefer the West Center to remain open. CA 65B CITY MANAGER DEPARTMENT BUDGET The City Manager stated 23.6% REDUCTION that his proposal to TENTATIVELY APPROVED reduce the department operating budget by 23.6% would be accomplished by eliminating three positions from his staff, Secretary to the Assistant City Manager, a Steno-Clerk I and a Deputy City Manager, representing a total expenditure of $75,940. Councilman Bricken moved to approve tentatively a 23.6% reduc- tion for the Manager's operating budget. Councilman Garthe seconded the motion, and it carried unanimously 6:0. CA 65B CLERK OF THE COUNCIL BUDGET Florence Malone, Clerk 10% REDUCTION of the Council, proposed TENTATIVELY APPROVED to reduce her Department budget 10% by deleting funding for 2 vacant Steno-Clerk I positions, adding funding for one additional Typist Clerk I position, and reducing the overtime allocation. CITY COUNCIL MINUTES 258 JUNE 26, 1978 Councilman Garthe moved to approve tentatively a 10% reduction for the Department of the Clerk of the Council's proposed operat- ing budget of $176,900. The motion was seconded by Councilman Bricken and carried unanimously 6:0. CA 65B CITY COUNCIL BUDGET Councilman Garthe moved 20% REDUCTION to approve tentatively TENTATIVELY APPROVED a 20% reduction for the City Council proposed operating budget of $162,505. The motion was seconded by Councilman Bricken and carried unanimously 6:0. CA 6SB PUBLIC INFORMATION OFFICE Councilman Brandt moved 20% REDUCTION to approve tentatively TENTATIVELY APPROVED a 20% reduction for the P.I.O.'s proposed operating budget of $78,880, to be effected by the elimination of the Typist Clerk I position, and a reduction in the $19,000 allocated for promotional programs (Account #11-042-251). The motion was seconded by Councilman Garthe and carried $:1, with Councilman Yamamoto dissenting. Prior to the vote on the motion, Councilman Yamamoto stated that he had not been satisfied with the Public Information Office since its establishment; that the program has only helped the Mayor and perhaps a couple of favored Councilmen, but there has been no general overall benefit to the City, nothing construc- tive; that the City needs to communicate with the public and its employees, but the need has not been met. He noted that the Fire Department, Police Department and Museum each has a person assigned to deal with its public relations programs. CA 65B BUDGET RECAP City Manager Spragg BY CITY MANAGER stated that an estimated $2,446,000 had been cut from the operating budgets of the departments. Vice Mayor Ward requested the City Manager to compile a summary of the cuts and how they would be implemented, and their impacts on personnel and service. The City Manager stated that the capital and general revenue sharing programs would also need Council review and he suggested another meeting date be set for that purpose. ORAL COMMUNICATION' Mr. Robert Ward, Director USE OF ANNEX BY SANTA ANA WINDS of the Santa Ana Winds, REFERRED TO STAFF stated that they have no budget to cut, and are feeling the pinch of Proposition 13 because a Police Department representative had told him that as of July 1 the group could no longer use the City Hall Annex for practice by the 140 young people who make up the marching band; that their frequent use makes no demands on Staff, not even custodial, since they clean up after themselves, and that in view of their need to practice for forthcoming participation in community parades, he requests an extension of time in which to relocate. Councilman Brandt's motion, to extend the Santa Ana Winds moving date another week or two until Staff has an opportunity to invest- igate and report to Council on alternatives to the problem at the Council meeting scheduled for July 11, was seconded by Coun- cilman Garthe and carried unanimously 6:0. CA 45.1 CITY COUNCIL MINUTES '259 JUNE 26, 1978 Mr. Ward stated that the "Winds" would like to continue their use of this public facility and would be happy to pay a minimal fee for ~that privilege. ADJOURNMENT At 7:15 P.M. the meeting was adjourned to Saturday, July 1, 1978 at 8:00 A.M., in the City Council Chambers, on the unanimously carried 6:0 motion of Councilman Brandt, seconded by Councilman Bricken.
