January 22, 1979
The meeting was called to order at 5:30 p.m. in the City Council Chambers,
22 Civic Center Plaza, by Mayor Vernon S. Evans.

Cooper presented proposed Ordinance
No. NS-1473, and proposed Resolu-
tions No. 79-19 and 79-20 for the
Council's consideration. He stated
that the ordinance proposes to
change the wording of the question to be submitted to the qualified electors
by amending the percentage amount relative to prohibiting yearly operating
and capital budget growth from 3% to 5% and Exhibit A thereof to add
Section 607.5 only to the Charter. He read the title of the ordinance and
the two resolutions.
Mayor Evans invited individuals in the audience to address the Council.
Speaking were: 1) John O'Malley, representing the Santa Ana City Employees
Association, who submitted a letter opposing the action taken by the Coun-
cil on January 15, 1979, and urged the Council to reconsider its action by
withdrawing (repealing) Ordinance No. NS-1472 and to refer the question of
limiting salaries, wages and fringe benefits to 70% of the budget to the meet
and confer process prior to the City arriving at a determination of policy;
and 2) Wayne Bowman, President of the Firemen's Benevolent Association, who
stated that the Association wanted to go on record as opposing the proposed
Charter amendment.
Following con~nents by COuncil members, MOTION was made by Yamamoto, seconded
by Ward, to adopt Ordinance No. NS-1473 with Exhibit A thereto, which would
add Section 607.5 to the Charter if approved by the electorate:
ORDINANCE NO. NS-1473 - An ordinance of the City of Santa Ana calling
and giving notice of the holding of a Special Municipal Election to
be held in said city on Tuesday, the third day of April, 1979, for the
submission to the qualified electors of said city of a certain measure
relating to revenue and taxation; and repealing Ordinance No. NS-1472.

MOTION was made by Yamamoto, seconded by Ward, to adopt the following resolu-
tion:
RESOLUTION NO. 79-19 - A resolution of the City Council of the City
of Santa Ana authorizing certain o£ its members to file a written
argument for a city measure.

MOTION was made by Yamam~to, seconded by Ward, to adopt the following resolu-
tion:
RESOLUTION NO. 79-20- A resolution of the City Council of the City
of Santa Ana, California, providing for the filing of rebuttal argu-
ments for city measures submitted at municipal elections.
