RESOLUTION NO. 95-7
A RESOLUTION OF THE COMMUNITY REDEVELOP-
MENT AND HOUSING COMMISSION OF THE CITY
OF SANTA ANA APPROVING AN AMENDMENT TO
THE SANTA ANA SOUTH MAIN STREET
REDEVELOPMENT PROJECT
WHEREAS, the city Council of the City of Santa Ana adopted
Ordinance No. NS-1639 on July 6, 1982, approving and adopting the
Redevelopment Plan for the Santa Ana South Main Street
Redevelopment Project Area (the "Redevelopment Plan"); and
WHEREAS, this Commission, performing functions of the
Community Redevelopment Agency of the city of Santa Ana pursuant to
section 33202 of the California Health and Safety Code, prepared
and proposed an amendment to the Redevelopment Plan as set forth in
Exhibit A, attached hereto (the "Amendment"); and
WHEREAS, the Planning commission of the city of Santa Ana made
and submitted its Report and Recommendation on the Amendment,
finding that the Amendment conforms to the General Plan of the
City, and recommending approval and adoption of the Amendment; and
WHEREAS, this Commission has prepared a Report to the city
Council pursuant to section 33352 of the Health and Safety Code and
transmitted it to the city Council in preparation for the joint
public hearing set for June 20, 1995; and
WHEREAS, this commission has complied with all requirements
for public participation in the preparation of the Amendment, and
pursuant to Section 33458 of the Health and safety Code, the
Commission held a joint public hearing with the City Council on
June 20, 1995 for consideration of the adoption of the Amendment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT
AND HOUSING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS:
1. The Commission hereby approves the Amendment, attached
hereto as Exhibit A, and recommends adoption of the Amendment by
the City Council.
2. The Commission determines that (a) the publicly owned
buildings, facilities, structures, and other improvements set forth
in Exhibit C of the Redevelopment Plan as amended by the Amendment
(the "Improvements") are of benefit to the Santa Ana South Main
Redevelopment Project area and to the immediate neighborhood of
that area, (b) that no other reasonable means of financing the
Improvements are available to the community, and (c) that the
payment of funds for the acquisition of land or the cost of the

Improvements will assist in the elimination of one or more
blighting conditions inside the project area or provide housing for
low- or moderate-income persons, and is consistent with the
implementation plan adopted for the Santa Ana South Main
Redevelopment Project pursuant to section 33490 of the Community
Redevelopment Law.

The following presents the proposed amendments, by Section, to the Redevelopment Plan. Once
finalized and adopted, these changes will be incorporated into the Plan document.
SECTION 100. INTRODUCTION

The Redevelopment Map, attached hereto as Exhibit" A", illustrates the location of the
Project boundaries, identifies some of the major streets within the Project Area, and
designates the major land uses to be pennitted in the Project Area. The land uses
permitted by this Plan conform to those permitted by the City of Santa Ana General Plan.
If the City of Santa Ana General Plan is hereafter amended to permit other uses, then
such other uses shall be permitted under this Redevelopment Plan subject to approval by
the Agency.

RECREATION IMPROVEMENTS
Improvements to City parks including the following are needed for additional recreational
opportUnities throughout the Project Area and fund the upgrades required by the ß..merican
Disabilities Act. Although the Project Areas include a relatively small percentage of residential
land use, employees of the areas use nearby recreational facilities and the presence of this
employment base results in the need for residential neighborhoods and requisite amenities in the
vicinity .
