A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA ADOPTING THE
FISCAL YEAR 1999-2000 BUDGET

BE IT RESOLVED BY THE MEMBERS OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS:
1. Findings. The Community Redevelopment Agency of the City of Santa Ana finds,
determines and declares as follows:
a. Pursuant to Health & Safety Code § 33606, the Community Redevelopment
Agency of the City of Santa Ana ("Agency") must adopt an annual budget.
b. The draft budget for fiscal year 1999-2000 presented to the Agency is
designed to further implement the Agency's mandate to reduce or eliminate the physical and
economic conditions that cause blight within the City of Santa Ana.
c. The Legislature has concluded that the term "redevelopment" includes
provision for open-space types of use, such as streets and other public grounds and space, and the
replanning or redesign of stagnant or improperly utilized areas which exist because of defective
or inadequate street layout. The Legislature has also provided that redevelopment agencies may
expend funds for the installation or construction of streets, utilities, parks, playgrounds and other
public improvements necessary for carrying out in the project area the redevelopment plan,
whether in conjunction with development of a building site or otherwise.
d. The Agency finds that for at least the last decade there exists in many
locations throughout the City of Santa Ana, both inside and outside of project areas, inadequate
streets, utilities, curbs, gutters, sidewalks and landscaped areas which jeopardize the health and
safety of existing low-income and moderate-income residents of the City. The Agency further
finds that expenditures for improvements to specific streets, utilities, sidewalks and landscape
areas proposed in the draft budget for fiscal year 1999-2000, as has been the case in prior years,
are necessary to eliminate these specific conditions. For example, repair and replacement of
deteriorated and cracked sidewalks, including provision for sidewalk curb ramps for wheelchair
access, is necessary to preserve neighborhoods serving low-income and moderate-income
residents and to promote investment by private lenders, developers, owners and tenants in these
neighborhoods. The Agency finds that without these expenditures the provision of affordable
housing in the City would deteriorate.
e. The Agency adopts by reference and incorporates as though fully set forth
herein each and every finding contained in the supporting documentation which accompanies the
draft budget for fiscal year 1999-2000, including but not limited to the May 12, 1999
memorandum ftom the Executive Director to the City Manager, the May 12, 1999 memorandum
ftom the Executive Director to the Assistant City Manager, the May 17, 1999 letter ftom the City
Manager to ~e Honorable Mayor and City Council Members, an~ the June 7, 1999 staff report
ftom the ExecutiveDi~ectorto the Agency, together with all exhibits attached to said documents.

f. The draft budget for fiscal year 1999-2000, together with the supporting
documentation presentedto the Agency, complies in all respects with the requirements of the
Community RedevelopmentLaw, including but not limited to Health & Safety Code § 33606.
2. Adoption of Budget. The fiscal year 1999-2000 budget of the Community
RedevelopmentAgency of the City of Santa Ana is hereby approved and adopted pursuantto
Health & Safety Code § 33606.
