RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF SANTA ANA ADOPI'ING THE PRELIMINARY PLAN FOR
mE FOURm AMENDMENT TO mE REDEVELOPMENT PLAN FOR
THE SOUTH HARBOR BOULEVARD/FAIRVIEW' STREET
REDEVELOPMENT PROJECT AND DIRECTING TRANSMlTTAL TO
CERTAIN TAXING AGENCIES AND THE STATE BOARD OF
EQUALIZATION
WHEREAS, the City Council of the City of Santa Ana ("City Council") adopted the
South Harbor BoulevaIdlFairview Street Redevelopment Project ("Redevelopment Plan") by
Ordinance No. NS-1638 on or about July 6, 1982. Subsequently the Redevelopment Plan was
amended as follows: first on August 3, 1992, by Ordinance No. NS-2167; second by Ordinance
No. NS-2234 on October 3, 1994; and third on August 2, 1999, by Ordinance No. NS-2396; and
WHEREAS, the Redevelopment Commission of the City of Santa Ana
("Commission"), the Redevelopment Agency ("Agency") and the City Council propose
amending the Redevelopment Plan for the South Harbor BoulevardlFairview Street Project
Area to allow for additional redevelopment activities by extending the time frame to incur debt;
and
WHEREAS, California Community Redevelopment Law (California Health and Safety
Code Section 33000, ~ provides that the P1anning Commission formulate a preliminary
plan for the redevelopment of each selected project area, that the Agency and the Planning
Commission shall cooperate in the selection of the project areas and in the preparation of the
preliminary plan, and that the redevelopment plan sball be based on the preliminary plan; and
WHEREAS, the Planning Commission, in cooperation with the Agency, formulated
and prepared a Preliminary Plan at the time of the Redevelopment Plan adoption of the South
Harbor BoulevardIFairview Street Redevelopment Project Area ("Preliminary Plan"), and that
plan was subsequently approved by the Planning Commission and the Agency; and
WHEREAS, the boundaries of the Project Area will not be changed by the amendment
process; and
WHEREAS, the Redevelopment Commission recommended approval of the Preliminary
Plan at their June 19,2001 meeting; and
WHEREAS, the objectives of the Preliminary Plan, as well as the public health, safety,
and welfare, would be furthered by the proposed amendment of the Redevelopment Plan.
NOW THEREFORE, THE COMMUNITY REDEVELOPMENT AGENCY OF THE
CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS:

SECTION 1:
Amendment; and
The Agency adopts the Preliminary Plan for the proposed Fourth
SECTION 2: Pursuant to Section 33327 of the Community Redevelopment Law,
the Agency directs staff to transmit the following to the Auditor, Tax Collector or Orange
Co\IIÙY, to the legislative body of each local agency which receives a portion. of the property tax
levied pursuant to Part 0.5 (commencing with Section 50) of the Revenue and.;raxation Code,
and to the State Board of Equalization: (a) a description of the Project Area boundaries; (b) a
statement that a Redevelopment Plan for the Project Area is being amended; and (c) a map
indicating the boundaries of the Project Area.
S&ÇTION 3: The Agency hereby authorizes and directs Agency staff and
consultants to prepare a preliminary report in connection with the proposed amendment and to
prepare all other information, reports, findings, responses, studies, assessments, and other
documents necessary or appropriate under the Community Redevelopment Law in connection
with the proposed amendment and to undertake all necessary or appropriate consultations and
to make all necessary or appropriate transmittals as may be required by law or which may be
appropriate or desirable in connection with the proceedings for the consideration of the
approval and adoption of the proposed amendment by the Agency and City Council.
