MINUTES COMMUNITY REDEVELOPMENT AGENCY SANTA ANA, CALIFORNIA March II, 1974 The Adjourned Regular Meeting of the Community Redevelopment Agency was called to order at 9:05 A.M., by Chairman Jerry M. Patterson, in the City Council Chambers, ZZ Civic Center Plaza. Roll call was answe red by the Commissioners as follows: Pre sent Absent John Garthe Harry K. Yamamoto Vernon S. Evans James E. Ward Lorin Griset Jerry M. Patterson, J. Ogden Markel Chairman The following persons were also present: Richard E. Goblirsch, Executive Director-Secretary James A. Withers, Agency Counsel Bruce C. Spragg, City Manager Florence I. Malone, Recording Secretary Representatives of the Press The Minute s of the Re gular Meeting of February 4, 1974, and the Minutes of the Special Meeting of February Z5, 1974, were approved as submitted on motion of Commissioner Evans, seconded by Commissioner Yamamoto, and unanimously carried. MINUTES The Santa Ana Transportation Terminal Feasibility Study Agreement between the Orange County Transit District and the Community Redevelopment Agency was approved and its execution by the Chairman and Executive Director- Secretary was authorized on motion of Commissioner Griset, seconded by Commissioner Ward, with Commissioner Evans dissenting. The Consultant for the Study is Lampman and Associates. TRANSPOR T A TION TERMINAL FEASIBILITY STUDY AGREEMENT The recommendation of the Planning Commission, the Redevelopment Commission and the Executive Director-Secretary to retain Kennard, De1ahousie and Gault, and Larry Smith and Company, as the Planning Consultant and Eco- nomic Consultant, re spective1y, for the Redevelopment Project Area was approved and the Chairman and Executive Director-Secretary of the Agency were authorized to enter into a contract with the consultants, in accordance with the recommendation set forth in the report dated March 8, 1974, from the Executive Director-Secretary, on the following roll call vote: PLANNING AND ECONOMIC CONSULTANTS AYES: Griset, Yamamoto, Garthe, Patterson, Ward NOES: Evans ABSENT: Markel . - # . . , . MINUTES COMMUNITY REDEVELOPMENT AGENCY March ll, 1974 Prior to the Agency action, Mr. Joseph Gilmaker, 308 W. 4th Street, Santa Ana, stated that he was opposed to the expenditure of millions of dollars of taxpayers' money which will necessarily fund any proposed redevelopment; that engaging consultants at a cost of $40,000 to prepare economic and planning studies is placing business and buildings first and people last; and that he was not against redevelopment of the down- town area but the answer was a free enterprise plan or cooperation of property owners. Commissioner Griset stated that the Redevelopment Agency was interested in benefiting the entire City of Santa Ana and that the State Redevelopment Act provide s a minimum of disadvantage and the finest opportunity of combining a partnership of property owners without additional taxation to the citizens of Santa Ana. Commissioner Evans stated his opinion that the Redevelopment issue should have been taken to a vote of the people. The Outline of Activity Schedule of the Redevel- opment Agency dated March 4, 1974, was received and filed on motion of Commissioner Evans, seconded by Commissioner Garthe. ACTIVITY SCHEDULE The Chairman commented that the memorandum dated February 14, 1974, regarding the "Expansion of Civic Center Drive East", brought out the answers and questions that the Agency and the Commission members had regarding the Agency's involvement in the extension of Civic Center Drive. The recommendation of the Redevelopment Commission set forth in the memorandum dated March 6, 1974, from the Executive Director-Secretary that the Agency fund a portion of the site improvement (acquisition of right-of-way and road construction) for extension of Civic Center Drive East, at an estimated cost of $ZOO-Z50,000, was approved on motion of Commissioner Griset, seconded by Commissioner Ward, with Commissioner Evans dissenting. Mr. Goblirsch's report indicated that the Agency would reimburse the City for the expenditures made. FUNDING PORTION SITE OF CIVIC CENTER DRIVE EAST A RESOLUTION OF THE COMMUNITY REDEVEL- OPMENT AGENCY OF THE CITY OF SANTA ANA REQUIRING THE MEMBERS OF THE REDEVELOPMENT COMMISSION TO COMPLY WITH THE DISCLOSURE REQUIREMENTS OF THE GOVERNMENTAL CONFLICT OF INTERESTI3 ACT was adopted on motion of Commissioner Evans, seconded by Commissioner Griset and unanimously carried.
