SPECIAL MEETING
COMMUNITY REDEVELOPMENT AGENCY
SANTA ANA, CALIFORNIA
October 26,1976
The Special Meeting of the Community Redevelopment Agency was
called to order by Chairman John Garthe at 2:00 P.M. in the
City Council Chambers, 22 Civic Center Plaza, Santa Ana. After
the pledge to the Flag, roll was called:

APPROVAL OF MINUTES
The Minutes of the Regular Meeting held on September 28,1976
were approved as read upon the motion of Mr. Ward, seconded by
Mr. Ortiz and carried unanimously.
RENTAL ASSISTANCE PAYMENT - SENIOR CITIZENS SITE
A motion was made by Mr. Ward, seconded by Mr. Brandt and
carried unanimously to approve the relocation rental assistance
payment of $2208 for the tenant at 206 W. Third Street.
RESOLUTION 76-29
A motion was made by Mr. Ward, seconded by Mr. Yamamoto and
carried unanimously to adopt Resolution 76-29, A RESOLUTION
OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA
AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE AGREEMENTS
FOR THE ACQUISITION OF REAL PROPERTY IN THE REDEVELOPMENT PROJ-
ECT AREA.
SINGER BUILDING DEMOLITION BID
A motion was made by Mr. Ward, seconded by Mr. Ortiz and carried
unanimously to award the bid to demolish the Singer Building at
202-206 W. Third Street to the lowest responsive bidder, Hintz
Company, for an amount of $8400.

PUBLIC HEARING - DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT
Chairman Garthe announced that this was the time and place set
for the Redevelopment Agency's public hearing on the araft supple-
mental Environmental Impact Report to the Santa Ana Redevelopment
Project Environmental Impact Report adopted May 15,1975, for 199
units of senior citizen housing and 300 units of moderate income
units to be constructed between Ross and Flower, First and Third
Streets in the Santa Ana Redevelopment Project Area under the
United States Housing Act of 1937 as amended by the Housing and
Community Development Act of 1974.
The Executive Director stated that the draft supplemental Environ-
mental Impact Report had been on file for public inspection in the
office of the Redevelopment Agency since September 24, 1976. The
Chairman opened the public hearing and requested a staff presen-
tation.
The Executive Director stated that there was no adverse impact on
the project and that the senior citizen housing and the moderate
income units would be an improvement of the area due to the sub-
standard conditions of the area.
A motion was made by Mr. Ward, seconded by Mr. Ortiz and carried
unanimously to review and file all written and oral communications
on the draft supplemental Environmental Impact Report.
The public hearing on the draft supplemental Environmental Impact
Report was closed by the Chairman.
A motion was made by Mr. Brandt, seconded by Mr. Ward and carried
unanimously to waive the reading of Resolution 76-30 adopting the
final supplemental Environmental Impact Report and to consider it
by ti tIe only.
A motion was made by Mr. Brandt, seconded by Mr. Ward and carried
unanimously to adopt Resolution 76-30, A RESOLUTION OF THE COMMU-
NITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA ADOPTING AND
CERTIFYING A SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT TO THE SANTA
ANA REDEVELOPMENT PROJECT ENVIRONMENTAL IMPACT REPORT ADOPTED MAY
15,1975, FOR 199 UNITS OF SENIOR CITIZEN HOUSING AND 300 MODERATE
INCOME UNITS TO BE CONSTRUCTED BETWEEN ROSS AND FLOWER, FIRST AND
THIRD STREETS IN THE SANTA ANA REDEVELOPMENT PROJECT AREA UNDER
THE UNITED STATES HOUSING ACT OF 1937, AS AMENDED BY THE HOUSING
AND COMMUNITY DEVELOPMENT ACT OF 1974 (42 U.S.C. 5301).
PUBLIC HEARING - PROPOSED DISPOSITION AND DEVELOPMENT AGREEMENT
FOR SALE OF THE SENIOR CITIZENS APARTMENTS SITE
Chairman Garthe announced that this was the time and place for the
public hearing on the proposed Disposition and Development Agree-
ment for the sale of the Senior Citizens Apartments site to Santa
Ana Senior Citizen Apartments, Limited Partnership for the purpose
of developing 199 residential units for senior citizens and 300
market rate units.
The Executive Director stated that a copy of this Agreement has
been on file for public inspection in the office of the Redevelop-
ment Agency since September 24,1976. The Chairman opened the
public hearing and invited public testimony. There was no response
from the audience and the public hearing was continued to November
23,1976 at 5:00 P.M. in the City Council Chambers upon the motion
of Mr. Yamamoto, seconded by Mr. Ward and carried unanimously.

PUBLIC DISCLOSURE OF RELOCATION PAYMENTS
A motion was made by Mr. Ward, seconded by Mr. Garthe and carried
unanimously that Agency and staff should promote legislation seeking
consistency in requirements for public disclosure of relocation pay-
ments.
A motion was made by Mr. Brandt, seconded by Mr. Ward and carried
unanimously to refer to staff for recommendation on how to appoint
or designate appeals board members.
ROOMING HOUSE MANAGER - 206 N. ROSS STREET
A motion was made by Mr. Ward, seconded by Mr. Brandt and carried
unanimously to authorize the Chairman of the Agency to sign the
Agreement between the Community Redevelopment Agency of the City
of Santa Ana and Gerasin Bogdon to provide for a rooming house
manager at 206 N. Ross Street until said house is unoccupied.
CALTRANS
Commissioner Brandt reported to the Agency that the Agency is still
moving forward with CALTRANS but there is nothing in writing at
this point. Commissioner Brandt reported that he and Agency staff
are attempting to meet with Ms. Gianturco, the Director of the
Highway Commission, this Thursday while she is in town attending an
economic conference.
ADJOURNMENT
There being no further business before the Agency, the meeting
was adjourned at 2:36 P.M. upon the motion of Mr. Brandt, seconded
by Mr. Ward and carried unanimously.
