HomeMy WebLinkAbout06-23-1979MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OP SANTA ANA, CALIFORNIA June 23, 1979 The meeting was called to order by Mayor James E. Ward in the City Council Chambers, 22 Civic Center Plaza, at 8:05 a.m. Council members present were Gordon Bricken, Daniel E. Griset, A1 Serrato, Harry K. Yamamoto and Mayor Ward. Councilman J. Ogden Markel arrived at 9:30 a.m. Councilman R. W. Luxembourger was absent. City Manager/Acting Clerk of the Council B. J. Thompson and City Attorney Keith Gow were also present. 1979-80 PRELIMINARY BUDGET The City Manager presented a COUNCIL STUDY SESSION brief overview of the Preliminary Budget for fiscal year 1979-80, including the philosophy, general composition, revenues, general fund, operating and capital improvement pro- grams, followed by Council review and discussion of departmental operating budgets, beginning with City Council and proceeding in order of appearance in the budget through the Public Works Department. Each departmental budget reviewed was tentatively approved, with the follow- ing proposed changes and discussion items continued for further consideration~ The following reports were requested: 1) Perforraance Indicators requested from City Attorney 2) Comparison of City Attorney's operating budget with selected Orange County cities - Report 3) Additional Business License Inspector in the Finance Department - Report 4) Disaster Services position - Report 5) Additional personnel in Bowers Muset~n - Report Proposed Changes Proposed Cumulative Increase Change in Change in in Allocations Allocations Revenue 1. Increase to Council Contingency $500,000 account from anticipated increase in sales tax revenues 2. City Manager Department - Upgrade +$ 5,230 +$ 5,230 Administrative Aide to Administra- tive Assistant position 3. City Attorney - Part time salaries + 2,000 + 7,230 4. Personnel Department - 1 Typist + 6,175 + 13,405 Clerk position 5. Fire Department - 1 Administrative + 62,675 + 76,080 Aide & 3 Fire Safety Specialist positions 6. Police Department - 2 Deputy Chief 86,300* 10,220 positions *This figure would increase or decrease depending on the step bracket assigned and on other internal Department adjustments. He also questioned whether the Criminalist position would duplicate a function of the Orange County Sheriff's department. ADJOUPdX~NT The meeting was adjourned at 12:05 p.m. to an Adjourned Regular meeting on June 30, 1979, at 8:00 a.m. in the City Council Chambers, 22 Civic Center Plaza, for use hearing for Revenue Sharing funds and continuing Budget Study session.
