MINUTES REGULAR MEETING COMMUNITY REDEVELOPMENT AGENCY SANTA ANA, CALIFORNIA JANUARY 17, 1984 The Regular Meeting of the Community Redevelopment Agency of the City of Santa Ana was called to order by Chairman Luxembourger at 5:54 P.M., in the City Council Chambers, 22 Civic Center Plaza, Santa Ana, California. After the Pledge to the Flag and the Invocation given by Mrs. McGuigan, roll was called: PRESENT ABSENT John Acosta Daniel Griset P. Hammill, Assistant Director Redevelopment and Real Estate Teresa Baguley, Secretary VerLyn Jensen, Barratt-Irvine Timothy Unger, Barratt-Irvine John Melcher, Lewis Homes Robert Galloway, Kaufman & Broad MINUTES A motion was made by Mr. Griset, seconded by Mrs. McGuigan and carried unanimously (5:0) to approve the Minutes of the Regular Meeting held on December 20,1983. BIENNIAL PUBLIC HEARING REPORT Chairman Luxembourger announced that this was the time and place for the public hearings on the redevelopment plans of the City of Santa Ana Community Redevelopment Project pursuant to California Health and Safety Code 33348.5 of the Community Redevelopment Law. Chairman Luxembourger then announced the public hearings on the Downtown Project Area, the Inter City Project Area, the South Main Project Area, the North Harbor Project Area, and . . . the South Harbor Project Area open, respectively, and requested staff to give an oral presentation. Mr. David N. Ream, Interim Deputy City Manager, presented a concise status report to the Agency on each of the Project Areas. Chairman Luxembourger announced that the Agency would now like to hear from those people who desire to address the Agency on this issue. He added that if anyone desired to address the Agency, they should step forward to the podium, give their name and address and limit their comments to five minutes. As there were no requests from the public, Chairman Luxembourger asked if there were any further comments from the Agency staff. Staff declined further comment and Chairman Luxembourger announced that the public hearing was now closed. Mrs. McGuigan commended staff on an excellent job and added that it was helpful to be able to see on paper what is happening in Santa Ana. A motion was then made by Mrs. McGuigan, seconded by Mr. Acosta and carried unanimously (5:0) to receive and file the Biennial Review Evaluation of the Redevelopment Plan (June 1981 - June 1983). DEVELOPER SELECTION - WEST RESERVOIR SITE The Interim City Manager stated that Request for Proposals were distributed to approximately 300 residential developers in September 1983. By the November 4th deadline, five proposals had been received - two for single family detached homes, two proposing condominiums and/or townhomes, and one for a mobile home park. The proposals were first reviewed by the Second Level Development Team which recommended all proposals, with the exception of the mobile home park concept, for further review. The Development Team reviewed the proposals in December and ranked them as follows: 1. 2. 3. 4. Kaufman & Broad Development Group Lewis Homes, Inc. Barratt-Irvine Circle T Corporation The Interim City Manager then stated that representatives from three of the four developers were present and then introduced Mr. VerLyn Jensen who in turn introduced Mr. Timothy Unger to speak on behalf on Barratt-Irvine, a division of Barratt Development PLC, Britain's largest homebuilder. . Barratt's proposal provided two options of condominium development: 182 units at 19 dwelling units per acre or 132 units at 14 units per acre. The Interim City Manager then introduced Mr. John Melcher of Lewis Homes, Inc. Lewis Homes has been building homes continuously for more than 25 years, constructing over 18,000 single family units. Lewis' proposal provided for a walled and gated community of 128 one- and two-story townhouses. The Interim City Manager invited Mr. Robert Galloway of Kaufman and Broad to make his firm's presentation. Kaufman and Broad have 26 years of experience with annual revenues of 1/2 billion dollars and assets exceeding one billion dollars. They have constructed over 140,000 homes in North America and Western Europe. . Kaufman and Broad's proposal provides for the construction of 83 single family detached homes. In response to a question from Mrs. McGuigan, Mr. Galloway stated that the price range of the project would be $85,000-$90,000, with the total program $7-8 million dollars. In response to questions from Chairman Luxembourger, the Interim City Manager stated that the utilities will be underground. . Mr. Griset stated that it was tremendous to see three quality firms not only submitting proposals but showing a continued interest in developing in Santa Ana. He stated further that Mr. Young, who was unable to attend the meeting, expressed a desire to have the item continued to a special work study session on February 6th at 1:00 P.M. to discuss the issue of single-family homes versus multi-family homes for that part of town. A motion was made by Mr. Griset, seconded by Mr. Acosta and carried unanimously (5:0) to continue this item to a study session at 1:00 P.M. on February 6 and schedule a final decision at the next regularly scheduled meeting on February 21. Mr. Johnson stated that since this development falls within the Garden Grove School District, he would like staff to contact a representative of the School District to discuss <.. . . . the impact of such a development. Chairman Luxembourger then instructed staff to follow through with Mr. Johnson's request. EXECUTIVE SESSION At 6:50 P.M., the Redevelopment Agency adjourned to an executive session to discuss legal matters. The meeting was reconvened at 7:15 P.M., with the same members present. ADJOURNMENT
