MINUTES
REGUlAR MEETING
COMMUNITY REDEVELOPMENT AGENCY
FEBRUARY 21, 1989
The Regular Meeting of the Community Redevelopment Agency was called to order
at 8:57 p.m. in the Council Chambers, 22 Civic Center Plaza, Santa Ana.

CLOSED SESSION
The meeting adjourned to Closed Session in Room 147 of the Council Chambers.
The Redevelopment Agency recessed to Closed Session, pursuant to Government
Code Section 54956.9(A) to confer with its attorney regarding pending
litigation which has been initiated formally, and to which the Redevelopment
Agency is a party. The titles of the litigation are:,

REPORT FROM CLOSED SESSION
The following settlements were approved:

OCSC Case #52-81-65
The Redevelopment Agency approved settlement in the amount of
$91,500 plus interest for value of leasehold interest, loss of
business goodwill, fixtures and equipment and personal property.

OCSC Case #51-27-32
The Redevelopment Agency ratified the offer of $70,000 for loss of
business goodwill and $405,000 for value of real estate.

Soil & Plant Laboratorv. Inc.
The Redevelopment Agency ratified payment of $111,000 for loss of
business goodwill, fixtures and equipment, personal property and
required relocation assistance payments.

It was moved by Agency Member Pulido, seconded by Agency Member Acosta and
carried unanimously (6:0) that the Redevelopment Agency approve the Minutes of
the Regular Meeting held January 17, 1989.
MORTGAGE ASSISTANCE PROGRAM
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (6:0) that the Redevelopment Agency authorize an
additional allocation of Housing Set-Aside funds in the amount of $500,000 to
fund loans to eligible first-time home buyers under the Mortgage Assistance
Program and authorize staff-recommended modifications to the Mortgage
Assistance Program.
AGENCY SECRETARY REPORT
It was moved by Agency Member Acosta, seconded by Agency Member Pulido and
carried unanimously (6:0) that the Redevelopment Agency instruct the Agency
Secretary to enter into the Minutes: Pursuant to Government Code Section
54954.2, the Agenda for the January 17, 1989 Regular Meeting of the Community
Redevelopment Agency was posted on the door of the Council Chambers, 22 Civic
Center Plaza, at 12 noon on January 13, 1989.
ADJOURNMENT
There being no further business to come before the Redevelopment Agency, the
meeting adjourned at 9:20 p.m.
