MINUTES
REGULAR MEETING
COMMUNITY REDEVELOPMENT AGENCY
AUGUST 21, 1990
The Regular Meeting of the Community Redevelopment Agency was called to order
at 5:41 p.m. by Vice Chairman Acosta in the Council Chambers, 22 Civic Center
Plaza, Santa Ana, California. The Pledge of Allegiance to the Flag was given,
and the following Agency Members were in attendance:

It was moved by Agency Member McGuigan, seconded by Agency Member Pulido and
carried unanimously (4:0) that the Redevelopment Agency approve the minutes of
the Regular Meeting of the Community Redevelopment Agency held July 17, 1990.
BRISTOL CORRIDOR REDEVELOPMENT PROJECT - CERTIFICATE OF CONFORMANCE
Agency Member McGuigan made a motion to continue this item to the next
meeting. This motion failed for lack of a second.
Agency Member Pulido made a substitute motion, which was seconded by Agency
Member May and carried 3:1 (Agency Member McGuigan opposed) that the
Redevelopment Agency adopt Resolution No. 90-08 - A Resolution of the
Community Redevelopment Agency of the City of Santa Ana adopting guidelines
for implementing Section 406, conforming properties, of the Redevelopment Plan
for the Bristol Corridor Redevelopment Project, with the understanding that
modifications and amendments are being considered.
OFF-SITE IMPROVEMENT LOANS FOR CIVIC CENTER BARRIO PROJECTS LOCATED AT
1l02-1106 WEST SECOND STREET AND 201 NORTH RAITT STREET
It was moved by Agency Member Pulido, seconded by Agency Member May and
carried unanimously (4:0) that the Redevelopment Agency:

Approve an Off-site Loan in the amount of $17,196 to Civic Center Barrio
Housing Corporation for its project located at 1102 - 1106 West Second
Street.

Approve an Off-site Loan in an amount not to exceed $50,000 and within
program guidelines to Civic Center Barrio Housing Corporation for its
project located at 201 North Raitt Street.
INFILL NEW CONSTRUCTION LOAN FOR 103 EAST ST
GERTRUDE PLACE
It was moved by Agency Member Pulido, seconded by Agency Member May and
carried unanimously (4:0) that the Redevelopment Agency approve an Infill New
Construction Loan for Jesus and Maria Villa in an amount not to exceed $50,000
to construct a single family residence located at 103 East St. Gertrude Place.
OFF-SITE IMPROVEMENT LOAN FOR 1130 WEST THIRD STREET
It was moved by Agency Member Pulido, seconded by Agency Member May and
carried unanimously (4:0) that the Redevelopment Agency approve an off-site
loan in the amount of $6,800 and authorize an exception to the program
guidelines to fund up to an additional $8,200 for the construction of a block
wall for the property located at 1130 West Third Street.
CONSTRUCTION LOAN TO CIVIC CENTER BARRIO HOUSING CORPORATION FOR 201 NORTH
RAITT STREET
It was moved by Agency Member Pulido, seconded by Agency Member May and
carried unanimously (4:0) that the Redevelopment Agency authorize a loan in
the amount of $58,200 to Civic Center Barrio Housing Corporation for its
proposed project located at 201 North Raitt Street.
AGENCY SECRETARY REPORT
It was moved by Agency Member McGuigan, seconded by Agency Member Pulido and
carried unanimously (4:0) that the Redevelopment Agency instruct the Agency
secretary to enter into the minutes:
Pursuant to Government Code Section 54954.2, the Agenda for the July 17, 1990
Regular Meeting of the Community Redevelopment Agency was posted on the door
of the Council Chambers, 22 Civic Center Plaza, at 10 a.m. on July 13, 1990.
PUBLIC COMMENTS/ORAL COMMUNICATIONS
Agency Member McGuigan coDUllented on a letter from a resident, Carmen Gonzales,
who lives near Second and Raitt Streets, and is concerned about the various
problems in the area--drug dealing, etc. Agency Member McGuigan stated her
desire for the Civic Center Barrio project to diligently move forward in order
to eliminate some of these problems.
AUTHORIZATION FOR THE REDEVELOPMENT AGENCY TO VOTE ON A CLOSED SESSION ITEM
It was moved by Agency Member Pulido, seconded by Agency Member McGuigan and
carried unanimously (4:0) that the need arose to vote on a Closed Session item
subsequent to preparation of the agenda.

CLOSED SESSION
At 5:54 p.m. the Agency Secretary announced that the Redevelopment Agency was
recessing to Closed Session pursuant to Government Code Section 54956.8 to
give instructions to the City's negotiator regarding negotiations with
Rosa Zakaria concerning the purchase of the property located at 410 North
Broadway.
REPORT FROM CLOSED SESSION
The Agency Members reconvened in the Council Chambers at 6:04 p.m. with all
Agency Members present. It was moved by Agency Member Pulido, seconded by
Agency Member McGuigan and carried unanil8Ously (4:0) that the Redevelopment
Agency:
Authorize the City Attorney to prepare and the Agency Chairman to sign an
agreement with Rosa Zakaria for her interest in the building at 410 North
Broadway in the amount of $35,000, plus $10,000 in relocation expenses;
authorize entering into a lease agreement; and authorize an appraisal of the
property.
ADJOURNMENT
It was moved by Agency Member Pulido, seconded by Agency Member McGuigan and
carried unanimously (4:0) to adjourn the meeting at 6:05 p.m.
