MINUTES REGULAR MEETING COMMUNITY REDEVELOPMENT AGENCY JUNE 19, 1990 The Regular Meeting of the Community Redevelopment Agency was called to order at 5:50 p.m. by Chairman Young in the Council Chambers, 22 Civic Center Plaza, Santa Ana, California. ~ ~ John Acosta, Vice Chairman Daniel Griset Ron May Rick Norton Patricia McGuigan Miguel Pulido Daniel H. Ream, City Manager Edward Cooper, City Attorney Jan Guy, Clerk of the Council MINUTES It was moved by Agency Member Acosta, seconded by Agency Member McGuigan and carried unanimously (7:0) that the Redevelopment Agency approve the Minutes of the Regular Meeting of the Community Redevelopment Agency held May 15, 1990, and Minutes of the Adjourned Regular Meeting held May 21, 1990. EXEMPTION OF PROPERTIES WITHIN BRISTOL CORRIDOR REDEVELOPMENT PROJECT AREA It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and carried unanimously (7:0) that the Redevelopment Agency continue consideration of exemption of properties within the Bristol Corridor Redevelopment Project Area until the Agency's meeting of July 17, 1990. RESOLUTION - SUBORDINATION OF AFFORDABLE HOUSING COVENANTS AND RESTRICTIONS It was moved by Agency Member McGuigan, seconded by Agency Member Pulido and carried unanimously (7:0) that the Redevelopment Agency adopt Resolution No. 90-6 - a Resolution of the Community Redevelopment Agency of the City of Santa Ana authorizing the Executive Director of the Agency to subordinate affordable housing covenants and restrictions pursuant to California Health and Safety Code Section 33334.14. . . . EXTENSION OF EXCLUSIVE RIGHT TO NEGOTIATE ON THE C-8 SITE It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and carried unanimously (7:0) that the Redevelopment Agency approve an extension of the Exclusive Right to Negotiate with Griffin/Related Properties for a 14-month period for development of the C-8 site. BOWERS MUSEUM EXPANSION - SOILS AND MATERIAL TESTING AND INSPECTION SERVICES It was moved by Agency Member Acosta, seconded by Agency Member McGuigan and carried unanimously (7:0) that the Redevelopment Agency authorize solicitation of proposals to provide soils and material testing and inspection services for the Bowers Museum Expansion. BOWERS MUSEUM EXPANSION - BID SOLICITATION FOR RENOVATION AND CONSTRUCTION OF BUILDING IMPROVEMENTS It was moved by Agency Member Acosta, seconded by Agency Member McGuigan and carried unanimously (7:0) that the Redevelopment Agency authorize the solicitation of bids to prequalified contractors for the renovation and new construction of the Bowers Museum Expansion. BID AWARD FOR THE BROADWAY THEATER DEMOLITION Agency Member Acosta asked if the Agency would save money by acquiring the adjacent property and demolishing both properties at the same time. Cynthia Nelson, Executive Director/Community Development, commented that the the Agency anticipates acquiring the property adjacent to the theater; however, even if a voluntary sale could be accomplished, it would take at least four months. In light of the time involved, staff still recoDUllends proceeding with the demolition. After further discussion, it was moved by Agency Member McGuigan, seconded by Agency Member Pulido and carried by majority vote 6:1 (Agency Member Acosta opposed) that the Redevelopment Agency: 1. Reject the low bid from American Demolition, Inc. as nonresponsive due to lack of a certification for asbestos abatement. 2. Award the bid and authorize the Chairman and the Executive Director to execute a contract with San Diego Diamond--dba Diamond Pacifico-in the amount of $229,300 for the demolition of the Broadway Theater. FISCAL YEAR 1990-91 ANNUAL BUDGET OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and carried unanimously (7:0) that the Redevelopment Agency continue this item to the next City Council meeting, July 2, 1990. -2- " . . . . AGENCY SECRETARY REPORT It was moved by Agency Member Acosta, seconded by Agency Member McGuigan and carried unanimously (7:0) that the Redevelopment Agency instruct the Agency Secretary to enter into the Minutes: Pursuant to Government Code Section 54954.2, the Agenda for the May 15, 1990 Regular Meeting of the Community Redevelopment Agency was posted on the door of the Council Chambers, 22 Civic Center Plaza, at 10 a.m. on May 11, 1990. ADJ OURNMENT There being no further business to come before the Redevelopment Agency, the meeting was adjourned at 6:03 p.m. to 7:30 p.m., July 2, 1990.
