MINUTES
REGULAR MEETING
COMMUNITY REDEVELOPMENT AGENCY
May 15, 1990
The Regular Meeting of the Community Redevelopment Agency was called to order
at 5:40 p.m. by Chairman Young in the Council Chambers, 22 Civic Center Plaza,
Santa Ana, California.

MINUTES
It was moved by Agency Member McGuigan, seconded by Agency Member Pulido and
carried unanimously (6:0) to approve the Minutes of the Joint Regular Meeting
of the Community Redevelopment Agency/City Council held April 17, 1990.
EXEMPTION OF PROPERTIES WITHIN BRISTOL CORRIDOR REDEVELOPMENT PLAN
The purpose of this item was to discuss the possibility of exempting up to
1,050 parcels within the Bristol Corridor Redevelopment area from eminent
domain.
Discussion centered around a discrepancy in the amount of properties to be
exempted in the plan. Agency Member Pulido commented that staff, in a
previous memo, stated that the total number of parcels to be exempted was
approximately 1,400. The amount of properties to be exempted as listed in the
current staff report is 1,050--Agency Member Pulido asked staff for
clarification.
Robert Hoffman, Redevelopment & Real Estate Kanager, stated that this number
was derived by subtracting the properties within the 20 key development sites,
properties that are already exempt under the plan as adopted, and the
properties that will be affected by the street widening project from the 2,000
total parcels within the project area.

Chairman Young asked if there is a map which shows the proposed exempted
parcels. Cynthia Nelson, Executive Director/Community Development Agency,
replied that a map exists which shows the parcels affected by the Bristol
widening (those that are already exempted in the plan), the 20 development
sites, and the remaining 1,050 parcels.
Agency Member Pulido asked to review the memo at issue in order to clear up
this discrepancy.
There was further discussion regarding continuing the item to the next
Redevelopment Agency meeting. Agency Kember Norton commented on the fact that
many people who own property in the Bristol area are worried about this matter
and would like to know the status of their property.
City Kanager Dave Ream suggested that staff make this map available for
review, and to continue this meeting to the next scheduled meeting of the City
Council--May 21, 1990, at which time the Agency can take action.
After further discussion, it was moved by Agency Member McGuigan, seconded by
Agency Member Pulido and carried unanil8Ously (6:0) to continue this item and
to adjourn the meeting to the next regularly scheduled meeting of the City
Council, May 21, 1990.
APPROPRIATION ADJUSTMENT - BRISTOL CORRIDOR SPECIFIC PLAN
It was moved by Agency Member Pulido, seconded by Agency Member McGuigan and
carried unanimously (6:0) that the Redevelopment Agency approve Appropriation
Adjustment No. 164 transferring $50,000 to the Bristol Corridor Redevelopment
Project fund.
BID REOUEST - BOWERS MUSEUM EXPANSION - IMPROVEMENTS TO EDUCATION CENTER
It was moved by Agency Member McGuigan, seconded by Agency Member Norton and
carried unanimously (6:0) that the Redevelopment Agency authorize staff to
advertise for bids for construction of improvements at the Education Center of
the Bowers Museum.
BID AWARD - REPLACEMENT OF TREE GRATES ALONG FOURTH STREET
It was moved by Agency Member Acosta, seconded by Agency Member Pulido and
carried unanimously (6:0) that the Redevelopment Agency award the bid and
authorize the Chairman and the Executive Director to execute a contract with
the lowest responsive bidder, Damon Construction, in the amount of $73,710.
AGENCY SECRETARY REPORT
It was moved by Agency Kember Pulido, seconded by Agency Member McGuigan and
carried unanimously (6:0) that the Redevelopment Agency instruct the Agency
Secretary to enter into the Kinutes:
Pursuant to Government Code Section 54954.2, the Agenda for the April 17, 1990
Joint Regular Meeting of the Redevelopment Agency/City Council was posted on
the door of the Council Chambers, 22 Civic Center Plaza, at 10 a.m. on
April 13, 1990.

CLOSED SESSION
At 5:44 p.m., the Agency Secretary announced that the Redevelopment Agency was
recessing to Closed Session pursuant to Government Code Section 54956.9(A) to
confer with its attorney regarding pending litigation which has been initiated
formally, and to which the Redevelopment Agency is a party, to wit:

REPORT FROM CLOSED SESSION
The Agency Members reconvened in the Council Chambers at 5:48 p.m. with all
Agency Kembers present. It was moved by Agency Member Pulido, seconded by
Agency Kember May and carried unanimously (6:0) that the Redevelopment Agency
authorize settlement as follows:
Settlement was awarded in the amount of $7,517
PUBLIC COMMENTS/ORAL COMMUNICATIONS
Agency Member Norton discussed an article which appeared in the Register
newspaper regarding housing assistance for the cities of Anaheim, Garden Grove
and Santa Ana.
Chairman Young referred to a letter from the Foothill Community Association.
He informed the Council that they should be prepared at the next Council
meeting to give staff guidance on whether or not to respond to the letter.
Agency Member Norton asked if he should abstain because he owns property in
the area. City Attorney Cooper replied that he should probably abstain if the
decision regarding the annexation will have a financial impact on his property
in the amount of $1,000 or more.
ADJOURNMENT
There being no further business to come before the Agency, the meeting was
adjourned at 5:54 p.m. to the next regular meeting of the City Council,
May 21, 1990.
