MINUTES
REGULAR MEETING
COMMUNITY REDEVELOPMENT AGENCY
JANUARY 15, 1991
The Regular Meeting of the Community Redevelopment Agency was called to order
at 5:41 p.m. by Vice Chairman Pulido in the Council Chambers, 22 Civic Center
Plaza, Santa Ana, California. The Pledge of Allegiance to the Flag was given,
and the following Agency Members were in attendance:

It was moved by Agency Member Richardson, seconded by Agency Member McGuigan
and carried unanimously (5:0) that the Redevelopment Agency approve the
minutes of the Regular Meeting of the Community Redevelopment Agency held
December 18, 1990.
ACOUISITION OF REAL PROPERTY LOCATED AT 414 SOUTH SUSAN STREET
After a brief discussion, it was moved by Agency Member McGuigan, seconded by
Agency Kember Richardson and carried unanimously (5:0) to continue this item
for 60 days.
ACOUISITION OF REAL PROPERTY LOCATED AT 601 EAST THIRD STREET
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (5:0) that the Redevelopment Agency direct the Agency
Attorney to prepare, and authorize the Chairman and Executive Director to
execute, an agreement to purchase real property located at 601 East Third
Street in the amount of $70,000.
Ms. Whitaker stated that she will provide the Agency Members with information
on the neighborhoods.

PROPOSED MODIFICATION TO RESIDENTIAL REBATE PROGRAM
Responding to a question from Agency Member Richardson regarding the median
income and the proposed modification to the Residential Rebate Program,
Patricia Whitaker, Housing Division, stated that the median income in Orange
County is $52,000 for a family of four. This proposed modification will
assist in reaching a greater number of individuals. She added that funds in
the amount of $150,000 to $200,000 have been set aside for rebates.
Ms. Whitaker stated that she will provide the Agency Members with information
on the neighborhoods.
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (5:0) that the Redevelopment Agency approve the proposed
modifications to the Residential Rebate Program.
AGENCY SECRETARY REPORT
It was moved by Agency Member McGuigan, seconded by Agency Member Acosta and
carried unanimously (5:0) that the Redevelopment Agency instruct the Agency
Secretary to enter into the Minutes:
Pursuant to Government Code Section 54954.2, the Agenda for the December 18,
1990 Regular Meeting of the CoDUllunity Redevelopment Agency was posted on the
door of the Council Chambers, 22 Civic Center Plaza, Santa Ana, at 10 a.m. on
December 14, 1990.
ORAL COMMUNICATIONS/PUBLIC COMMENTS
In response to a question from Agency Member McGuigan regarding the Pacific
Symphony Association, Robert Hoffman, Redevelopment and Real Estate Manager,
commented that a letter had been drafted to the Symphony Association which
outlined the proposal of allowing other groups to share the facility. The
Association has indicated that they will respond in writing regarding their
concerns about scheduling conflicts. Mr. Hoffman stated that staff will work
with the Association in an attempt to bring this matter to conclusion.
ADJOURNMENT
There being no further business to come before the Redevelopment Agency, it
was moved by Agency Member Acosta, seconded by Agency Member McGuigan and
carried unanimously (5:0) to adjourn the meeting at 5:53 p.m.
