Neighborhood Housing Services (NHS) has submitted application to become a corporate entity and is await- ing State approval. A permanent office location will be established in the target neighborhood, and processing of the first rehabilitation loans is expected to begin in May of this year. NHS will function as a lender of "last resort," meeting the needs of those applicants who are unable to qualify for either bank loans or other low- income (HUD) loan programs. Loan interest rates will vary from 0% to current market rates, depending on the individual's income level, with all standard loan procedures followed. Loan determinations will be made on a case-by-case basis with a significant degree of discretion permitted to the Loan Committee. Success of the program will be measured by the number of loans, rather than in dollar amounts. NHS also intends to function as a counseling center, concentrating on educating neighborhood residents on such matters as loan procedures, con- tracts, consumer rights; and hopes to work with the community on problems such as vandalism and graffiti. Appreciation was expressed by NHS for the assistance and expertise demon- strated by City employees serving on the NHS Board of Directors.
