RECORDING SECRETARY REPORT Motion: Instruct the Recording Secretary to enter notice of posting into the Minutes. . . . The December 1, 1997 Agenda for the Adjourned Regular Meeting of the community Redevelopment Agency was posted on the door of the Council Chambers, 22 civic Center Plaza at 4:15 p.m. on November 26, 1997. BUSINESS CALENDAR (Taken out of Agenda order) Chairman Pulido arrived at 7:49 p.m. 2. SALE OF AGENCY-OWNED PROPERTY - 1106 NORTH SPURGEON (Continued from December I, 1997 by a 7/0 vote. Public Hearing closed December 1, 1997) Desi Reyes encouraged the Agency to list the property on the multiple listing service to attract more buyers. Debbie McEwen expressed the neighborhood's concern about finding a quality buyer whose primary interest is preserving the historical integrity of the house and living in it as an owner occupant. Motion: Deny sale of property. MOTION: SECOND: Espinoza Moreno VOTE: AYES: Espinoza, Moreno NOES: Franklin, Lutz, McGuigan, Pulido, Richardson ABSENT: None The Motion FAILED. Substitute Motion: Adopt a resolution. RESOLUTION NO. 97-9: A resolution authorizing the sale of Agency-owned property to Paul Giles and Louise Pass and the execution of all other required documents. COMMUNITY REDEVELOPMENT AGENCY/CITY COUNCIL SESSION 1. CONSIDERATION OF MITIGATED NEGATIVE DECLARATION (ER 97-116) AND RESOLUTION OF NECESSITY TO ACQUIRE PRIVATE PROPERTY LOCATED AT THE SOUTHWEST CORNER OF MAIN AND 19ft STREETS - ASSESSOR PARCEL NOS. 002-163-21, 22 Agency Members Espinoza and Moreno departed meeting. Notice mailed to property owner on November 10, 1997. The hearing opened at 8:16 p.m. Executive Director Cynthia Nelson presented the staff report and comments. No written communications were received and there were no speakers on the matter. The hearing closed at 8:18 p.m. City Council Action: Motion: Adopt a Mitigated Negative Declaration (ER 97-116) for the acquisition and development of private property located at the southwest corner of Main and 19th Streets - Assessor Parcel Numbers 002-163-21, 22. RESOLUTION NO. 97-11: A Resolution of Necessity authorizing the acquisition of that certain real property located at the southwest corner of Main and 19th Streets in the City of Santa Ana for public purposes for future development. RESOLUTION NO. 97-12: A resolution authorizing the execution and delivery of an amendment to the Owner Participation Agreement for the Heninger Village Senior Apartments and authorize the Executive Director to sign all related documents. Main for redevelopment pwposes Councilmembers Espinoza and Moreno excused themselves fÌ'Om the proceedings due to a conflict of interest. The Mayor opened the public hearing regarding the condemnation of property at Main and 19111 Streets at 8:16 p.m. Presentation of staff report and staff comments by Community Development Agency Executive Director Cindy Nelson Presentation of written communications by Clerk of the Council Janice C. Guy: None There were no speakers on the matter. City Attorney Joseph Fletcher noted the legal counsel for.the property owner had indicated he would nOt appear and that his client was not opposing the condemnation. RECONVENED CITY COUNCIL - 8:20 P.M. - All Councihnembers present CITY COUNCll. MINUTES 357 DECEMBER 15, 1997 COMMENTS 90.A. PUBLIC COMMENTS . Charles Bordenave expressed concerns regarding several items including, but not limited to, the Council majority's actions on agenda items, the Portland trip discussed at the previous Council meeting, City staff compensation and the Artists Village. Chuck Mabry invited the listening audience to the French Park Neighborhood's Christmas Eve celebration starting at 6:00 p.m. and commended Council's efforts to bring together Santa Ana's cultura11y diverse community. Desi Reyes suggested the City's housing sale procedures might be improved by advertising . properties in the real estate industry's multiple listing service. 90.B. CI1Y COUNCIL COMMENTS Councilmember Moreno: requested staff consider opening the City Hall lobby cashier service to the public at 8:00 a.m. instead of9:00 a.m.; and explained he did not vote on the City Hall expansion project due to a conflict of interest and expressed several concems about the project. . . . Councilmember Espinoza: requested staff look into flooding problems in the southern portion of the City along Bristol, Warner, and MacArthur; expressed hope that illegal discharge of firearms would not be a problem during the Holidays; and wished everyone Happy Holidays. City Manager David Ream noted flooding was a longstanding citywide problem since storm drains had not received budget priority and suggested Council consider storm drains as a specific issue in the upcoming budget process. Mayor Pro Tem Richardson: welcomed back Library Services Executive Director Rob Richard who had recently undergone surgery; reported on a well-attended Wilshire Square holiday concert, thanking the neighborhood volunteers who organized the program and the talented performers from Mater Dei, Santa Ana College and the community; and .
