RESOLUTION NO, 74-18
A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA AUTHORIZING
CONDEMNATION OF REAL PROPERTY FOR REDEVELOP-
MENT PURPOSES, SPECIFICALLY PUBLIC IMPROVEMÉNTS,
FACILITIES AND UTILITIES, LOCATED ON THE EAST
SIDE OF ROSS STREET BETWEEN FIFTH STREET AND
SANTA ANA BOULEVARD
BE IT RESOLVED: That the Community Redevelopment Agency
of the City of Santa Ana does hereby find and declare that the
public interest and necessity require that for redevelopment
purposes, specifically public improvements, facilities or utilities,
the hereinbelow described real property be condemned,
BE IT FURTHER RESOLVED: That such acquisition is done in
a manner consistent with the greatest public good and the
least private injury.
BE IT FURTHER RESOLVED: That the attached map be entered
as Exhibit A and be used as an illustration of the hereinbelow
described property:
Parcell:
All those portions of the Birch Addition and the
Hickeys', Andrews' and Crane's Addition in the City
of Santa Ana, County of Orange, State of California
as shown on maps recorded in Book 3 Page 145 and
Book 5 Page 352, respectively, Miscellaneous Records
of Los Angeles County, California described as follows:
Beginning at the Southeast corner of Lot 4 of said
Birch Addition; thence along the South line of said
Lot 4, South 89° 37' 00" West a distance of 36,82
feet to the beginning of a tangent curve concave
Easterly having a radius of 45,00 feet; thence North-
erly along the arc of said curve through a central
angle of 139° 08' 33"; an arc distance of 109.28 feet
to a tangent line being the Southeast line of Santa
Ana Boulevard as described in Parcel 8 of the deed
recorded December 18,1968 in Book 8819 Page 934,
Official Records of Orange County, California; thence
along said tangent line North 48° 45' 33" East, a
distance of 70,68 feet to its intersection with the
Westerly prolongation of the South line of Lot 6,
Block "C", of said Hickeys', Andrews' and Crane's
Addition; thence along said Westerly prolongation and
the South line of said Lot 6, North 89° 37' 42" East,
a distance of 14,43 feet to its intersection with
the Northerly prolongation and the East line of said
Lot 4; thence along said Northerly prolongation and
the East line of said Lot 4, South 0° 21' 39" West,
a distance of 125,28 feet to the point of beginning,
Parcel 2:
An easement for ingress and egress over those portions
of Lot 3 of the Birch Addition to Santa Ana, as per
map recorded in Book 3 Page 145 of MiscelJaneous Re- ,
cords, in the Office of the County Recordèr of Los Ange-
les County, and of Lot 9 in Block "c" of Hickeys',
Andrews' and Crane's Addition to Santa Ana, as per
map recorded in Book 5 Page 352 of Miscellaneous Records
in the Office of the County Recorder of said Los Angeles
County, California all located in the City of Santa Ana,
County of Orange, State of California and described as
follows:

CONDEMNATION ùF PROPERTY
Background
Redevelopment staff, in conjunction with the Attorney's Office,
has been negotiating with Jack Stanley and Michael Doyle in order
to purchase their property parcel #008-051-16 at Santa Ana
Boulevard and Ross.
As you know, staff strongly recommends that purchase of this parcel
is necessary in order to assure proper development around Civic
Center, The use suggested by Stanley (a 5,000 sq, ft, office
structure) is clearly an inappropriate land use for this area. We
feel the parcel should be held for future civic center expansion
so that Civic Center is focused toward our downtown rather than
allowed to spread in a linear fashion toward Bristol.
Attached to the memo is a letter stating our offer to purchase the
property. In a prior meeting Stanley rejected this offer. At this
point, staff recommends that an action of condemnation against this
property should be filed immediately.
Recommendation
Adopt Resolution 74-18 approving the filing of condemnation against
the Stanley/Doyle property.
