OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
November 22, 1980
The meeting was called to order at 8:06 a.m. by Mayor Ward in the
City Council Chambers, 22 Civic Center Plaza. Council members
present were Gordon Bricken, Daniel E. Griset, Robert W. Luxembourger,
J. Ogden Markel, Alfred C. Serrato, Harry K. Yamamoto and Mayor
James E. Ward. City Manger A.J..Wilson, City Attorney Edward J.
Cooper and Clerk of the Council Janice C. Guy were also present.
PROPOSED CHARTER AMENDMENTS: MOTION was made by Bricken,
EMPLOYEE ASSOCIATION REQUEST FOR seconded by Yamamoto, to
CHANGE OF HOLIDAY RECEIVED AND receive and file a memo from
FILED Mayor Ward to Council members
requesting consideration of
potential Charter amendments and also a request from the Santa Ana
City Employees' Association dated November 14, 1980, to exchange
scheduled holiday, Wednesday-December 24, for Friday-December 26, 1980.

MANAGEMENT REPORT-ORG. ASSESSMENT Following discussion of the
RESTRUCTURE APPROVED Ci%y Manager's report dated
RESOLUTION 80-210 ADOPTED November 4, 1980, MOTION was
CITY MANAGER INSTRUCTED made by Bricken, seconded by
Griset to approve the manage-
ment restructure and personnel additions and deletions as described in
said report.

MOTION was made by Bricken, seconded by Griset to adopt the following
resolution:
RESOLUTION 80-210: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281
TO EFFECT SEVERAL POSITION CLASSIFICATION AND COMPEN-
SATION CHANGES IN ORDER TO IMPLEMENT AN ADMINIS-
TRATIVE REORGANIZATION OF CERTAIN KEY MUNICIPAL
GOVERNMENT PROGRAMS.

Following further discussion, MOTION was made by Bricken, seconded by
Griset, to instruct the City Manager to provide job descriptions of all
positions changed in the organization by the foregoino actiOns,

including those of lower classifications not specifically listed in
said report, and related salary adjustments in thirty days; and to
strike the term "deputy" from within the organization chart.

COMMUNICATION SESSION MOTION was made by Griset,
SET FOR DECEMBER 8, 1980 seconded by Yamamoto, to
adjourn the next regularly
scheduled meeting to 12:30 p.m., on December 8, 1980, in Room 831,
City Hall, for the purpose of discussing, but not limited to, the
following topics:
1. Ways to expedite Conduct of
Council, Community Redevelopment
Agency and Housing Authority meetings
2. Continental Towers Project
3. Irvine Ranch Water District Request
