WHEREAS , the Camumi ty Redeve1opœnt ~ency of the City of Santa Ana does
find and deteJ:mine that public convenience and necessity require the aCXJ:Uisition
of materials, plant, labor and services for Camumity Redeve1opnent Þ»Jency pro-
jects in the City of Santa Ana, and
WHEREAS, in confo:rmìty with the provisions of Health and Safety Code
Section 33423 and labor Code Section 1773, the Camumity Redeve1opœnt ~ency of
the City of Santa Ana has obtained fran the Director of the Depart:1rent of tmus-
trial Relations the general prevailing rate of per diem wages and the general pre-
vailing rate for holiday and overtime work in the locality in which the work of
the Camumity Redeve1opœnt ~ency of the City of Santa Ana is to be perfODœC1 for
each craft, c1assificaticn or type of worker needed to execute this ~ency's contracts.
NCW, THEREFORE, BE IT RESOLVED by the Camumity Redeve1opœnt ~ency of the
City of Santa Ana that in accordance with the requiremants of Secticn 33423 of the
Health and Safety Code and Labor Code Section 1773, this ~ency hereby finds and
deteDllines, that the general prevailing rates of per diem wages and the general pre-
vailing rates for holiday and overtime work in Santa Ana, California for each craft,
classification, and type of worker needed to execute this ~ency's contracts are in
confomJance with wage deteJ:m:il1ations of the Director of the Depart:1rent of Industrial

Fringe labor costs as set forth in the current Southern California Master
Labor Agreement are not included in the above hourly rates and must be added to
those rates.
Health and Welfare payments shàll be made in accordance with the Southern
California Master Labor Agreement.
All foremen, unless separately classified, shall be paid as provided in
the Southern California Master Labor Agreement.
Apprentices may be employed in conformance with Section 1777.5 of the
California Labor Code.
The rates of per diem wages for each of the various classifications
of work shall be the hereinbefore set forth prevailing rates of hourly wages
multiplied by eight. Eight hours shall constitute a day's work, it being
understood that in the event that workmen are employed less than eight hours
per day, the per diem wage shall be that fraction of the per diem wage herein
established that the number of hours of employment bears to eight hours.
The overtime rule ~stablishing the rates of overtime and holiday work
shall be in accordance with the following: Where a single shift is worked, eight
hours of continuous employment, except for lunch periods, shall constitute a
day's work beginning on Monday and continuing through Friday each week. Where
work is required in excess of eight hours in anyone day or during the interval
of time from 5:00 o'clock p.m. Friday and 12:00 o'clock midnight Saturday,
such work shall be paid for at the minimum rate of one and one-half times the
basic rate of wages, and on Sundays and holidays, such work shall be paid for
at the minimum rate of double the basic rate of wages, except as otherwise
provided in the Southern California Master Labor Agreement.
Holidays as herein referred to shall be deemed to be New Year's
Day, Decoration Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving
Day and Christmas Day. If any of the above-mentioned holidays, other than
Labor Day and Thanksgiving Day, falls on a Sunday, the following Monday shall
be considered a legal holiday.
It shall be mandatory upon the contractor to whom the contract is
awarded and upon any subcontractor under him to pay not less than the said
specified rates of wages to all laborers, workmen, and mechanics employed by
them in the execution of the contract.
