RESOLUTION NO. 77-3
A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA ADOPTING AND
CERTIFYING THE HOUSING REPLACEMENT PLAN PREPARED
PURSUANT TO THE CALIFORNIA HEALTH AND SAFETY
CODE SECTIONS 33413 AND 33413.5
BE IT RESOLVED by the Conununity Redevelopment Agency
of the City of Santa Ana:
1. The Conununity Redevelopment Agency hereby certifies
that the Housing Replacement Plan, attached hereto as Exhibit "A"
and incorporated by reference, was prepared in conformance with
the requirements of California Health and Safety Code Sections
33413 and 33413.5.
2. The subject Housing Replacement Plan is hereby
approved and adopted by the Conununity Redevelopment Agency of
the City of Santa Ana. .

HOUSING REPLACEMENT PLAN PREPARED PURSUANT
TO THE CALIFORNIA HEALTH AND SAFETY CODE
SECTIONS 33413 AND 33413.5
I.
HOUSING UNITS TO BE REPLACED.
The Redevelopment Agency is acquiring 142 structures in
an area generally bounded by First Street on the South, Third Street
on the North, Ross Street on the East and Flower Street on the West.
An estimated 20 units, generally two and three bedroom single fam-
ily houses, will be relocated on scattered sites through out south
and west Santa Ana.
II.
GENERAL LOCATION OF THE HOUSING TO BE CONSTRUCTED.
The location of the housing to be constructed is a site
generally bounded by Third Street on the North, Flower Street on
the West, First Street on the South, and Ross Street on the East.

III. DESCRIPTION OF THE HOUSING TO BE CONSTRUCTED.
The Redevelopment Agency shall cause to be constructed on
the site high density residential development of high quality, in an
attractive living environment, including 199 units of Senior Citizen,
rent subsidized housing and approximately 316 -housing units for rent
at market rates or a combination of market rates and subsidized rates.
The development of the site shall include landscaped plazas and open
space with leisure and recreation facilities and off-street parking
facilities. A portion of the units developed shall be available for
families of very low or low or moderate income through subsidy pro-
grams pursuant to either an available Federal or State rental assist-
ance program or a temporary rental assistance program of the City.
The maximum number of subsidized units to be made available shall be
as follows: 16 three bedroom units, 25 two bedroom units, 17 one
bedroom units and 199 one bedroom elderly units.
IV.
A DESCRIPTION OF ADEQUATE MEANS OF FINANCING THE CONSTRUCTION
PROPOSED.
The cost to the Redevelopment Agency with respect to the
implementation of the above described housing, including land acqui-
sition cost, demolition and clearance cost, relocation costs, and the
cost of public improvements provided by this Agency is as follows:

No loans or bonds are necessary to finance the Agency's cost.
The property acquisition and site preparation by the Agency
under this agreement shall be financed, in part, through the prepay-
ment of part of the purchase price for the property by the Redeveloper.
Community Development Block Grant Funds and any other funds- lawfully
available to the Agency from time to time will be used by the Agency

to complete the acquisition of title in such properties comprising
the site, for the relocation of occupants within the site, for the
demolition, clearing and grading of the site, public improvements,
and other such improvements and expenses incurred by the Agency for
development.
The Redeveloper has agreed to construct 199 units of
Senior Citizen housing on the site which will be subject to a con-
tract by the Housing Authority of the City of Santa Ana with the
U.S. Department of Housing and Urban Development for the making of
assistance payments on behalf of elderly families leasing these hous-
ing units. The Redeveloper has also agreed to construct approxi-
mately 316 units of housing for rental at market rates or a combin~
ation of market rents and subsidized rents for persons and families
of low and moderate income, by obtaining either conventional financing
or financing pursuant to Section 221d-4 of the National Housing Act
of 1937.
V.
THE PROPOSED REPLACEMENT HOUSING DOES NOT REQUIRE THE APPROVAL
OF THE VOTERS PURSUANT TO ARTICLE XXXIV OF THE CALIFORNIA
C'ONSTITUTION.
The housing proposed is being constructed by
Intown Apartments, a limited partnership organized and
the Laws of the State of California. This development
private partnership; consequently Article XXXIV of the
Constitution is not applicable.
