HomeMy WebLinkAbout03-02-1981 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA March 2, 1981 The meeting was called to order at 2:09 p.m. by Vice Mayor Bricken in the City Council Chambers, 22 Civic Center Plaza. Council members present were Gordon Bricken, Daniel E. Griset, Robert W. Luxembourger, and Alfred C. Serrato. Assistant City Manager Dan Stone, Assistant City Manager Rex Swanson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy were also present. Council members J. Ogden Markel, Harry K. Yamamoto, and Mayor James E. Ward were absent. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Allegiance to the Flag, the Invocation was given by Councilman Robert W. Luxembourger. RECESS - HOUSING AUTHORITY RECONVENED At 2:11 p.m. Council recessed to convene the regular meeting of the Housing Authority. Following discussion, the Council agreed unanimously to consider inputs from the cable TV firms at 6:00 p.m. on March 10, 1981, following the declaration of election results. CA 130.4 DINNER RECESS RECONVENED At 4:05 p.m., Council recessed to dinner at Daifuku's Restaurant, 1120 West Seventeenth Street. The meeting was reconvened in the Council Chambers at 7:35 p.m., with the same members present. INVOCATION PLEDGE OF ALLEGIANCE by Councilman Luxembourger. The Presentation of Colors and Pledge of Allegiance to the Flag were given by the Girl Scouts of America. The invocation was given COMMUNITY SPOTLIGHT Dorothy Gee, Community Association Chairperson, presented an overview of the background and activities of the Girl Scouts in Santa Ana, and introduced several scouts from Santa Ana. The girls presented Girl Scout calendars to members of the Council. PROCLAMATION Councilman Serrato presented a "GIRL SCOUT WEEK" proclamation declaring the week of March 8-15, 1981, as Girl Scout Week to Dorothy Gee, Chairperson, Community Association of Girl Scouts in Santa Ana. Ms. Gee expressed her appreciation to Council and stated that they would not be able to accomplish so many things without the City's support. CA 46 AGENDA ORDER Helen M. Shipp, Chairperson, Orange SPECIAL PRESENTATION County Black Historical Commission, FROM O.C. BLACK HISTORICAL COMM. presented an engraved plaque to the Vice Mayor in appreciation of the City's support of the recent Black History Week celebration. She extended thanks to Councilmen Bricken, Griset, Yamamoto, and Serrato, as well as to the City Manager and the Recreation & Parks Director, for their parti- cipation in the Black History Week parade held on February 7, 1981. PROCLAMATION "RED CROSS MONTH" as Red Cross Month. Councilman Luxembourger presented a proclamation to Arlene Fisher, member of the Red Cross Board of Directors, declaring March, 1981, MS. Fisher thanked Council for its support. CA 46 PROCLAMATION Councilman Griset presented a "SUCCESS DAY" proclamation declaring April 24, 1981, as Success Day to Carolee Dunn, President of Santa Ana Educators Association. Ms. Dunn expressed her appreciation to Councilmembers and invited them to attend the activities scheduled for Success Day. CA 46 AGENDA ORDER - OATH OF OFFICE The Clerk of the Council ad- ALFRED O. KUTSCH ministered the Oath of Office TRAC COMMISSION to Alfred O. Kutsch, newly appointed Human Relations Commission representative to the TRAC Commission. Mr. Kutsch was welcomed by Council. CA 80.9 CITY COUNCIL MINUTES 71 MARCH 2, 1981 PUBLIC HEARING - PROPOSED CODE AMENDMENTS RE CONDOMINIUMS CONTINUED TO 4/20/81 ownership projects (condominiums). The Vice Mayor announced that this was the time and place for the public hearing of the proposed Code amendments regarding common The Principal Planner presented the staff report and recommendations. The Clerk of the Council reported there were no written communications. Dave Crockett, 1035 N. Batavia, Orange, presented Council with a proposal for an equitable means of charging condominium residents for water usage. Following discussion, MOTION was made by Luxembourger, seconded by Griset, to continue the public hearing to April 20, 1981. PUBLIC HEARING The Vice Ma~vor announced that APPEAL 434; VA 80-68 this was the time and place 1411S. FAIRVIEW for the public hearing of CONTINUED TO 3/16/81 Appeal No. 434 of the condi- tional approval of Variance Application No. 80-68 for an expansion of a carwash at 1411S. Fairview Street. In accordance with a written request by the applicant for a continuance, MOTION was made by Luxembourger, seconded by Griset, to continue the public hearing to March 16, 1981. Motion passed on the following vote: AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Serrato None Markel, Ward, Yamamoto CA 13.3 AGENDA ORDER - PUBLIC HEARING The Mayor announced that this REQUEST FOR CD FUNDS-CATHOLIC SOC.SER. was the time and place for the CONTINUED TO 4/6/81 public hearing on the agreement with Catholic Social Services regarding the use of Community Development Block Grant Funds for the Hispanic Outreach Program. In accordance with a written request by the applicant for a continuance, MOTION was made by Griset, seconded by Luxembourger, to continue the public hearing to April 6, 1981. AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Serrato None Markel, Ward, Yamamoto CA 140.20 ORAL COMMUNICATION William Fisher, 940 W. 18th WM. FISHER Street, addressed Council, expressing concern about a house which was moved into his neighborhood by the Santa Aha Historic Trust. He stated that the structure was not equal in value and size to the other homes in the area, and asked if it were possible to have the house removed; or if that were not possible, to have some means to prevent similar moves in the future. The following people spoke in agreement with Mr. Fisher: CITY COUNCIL MINUTES 72 MARCH 2, 1981 Nick Oprian, 1018 W. 18th Jerry Damato, 931W. 18th Mike Wideman, 1211N. Louise, addressed Council representing the Santa Aha Historic Trust, stating that the house in question was thought to have an historic significance; and that the lot to which the house had been moved was within the means of the Santa Ana Historic Trust. He felt that with restoration and rehabilitation, in time the house would be acceptable to the neighborhood. Following lengt~ discussion, MOTION was made by Griset, seconded by Luxembourger, to instruct staff to review the relationship with the Santa Ana Historic Trust, and to provide Council with recommendations within 30 days to help eliminate similar problems from occurring in the future.
