OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
March 21, 1981
The meeting was called to order at 8:05 a.m. by Mayor Ward in the City
Council Chambers. Councilmembers present were Gordon Bricken, Robert W.
Luxembourger, J. Ogden Markel, and M~yor James E. Ward. Councilmembers-
elect John Acosta and Patricia McGuigan were also present, as were City
Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the
Council Janice C. Guy. Councilmembers Daniel E. Griset and Alfred C.
Serrato joined the meeting at 8:07 a.m. and 8:12 a.m. respectively.
Councilmember Harry K. Yamamoto was absent.
EXECUTIVE SESSION
The Council recessed to
Executive Session at 8:05 a.m.
and reconvened at 8:52 a.m.
CITY OF SA VS. CITY By way of action out of
OF ORANGE Executive Session, the City
AGREEMENT AUTHORIZED Manager explained that several
changes had been made to the
proposed agreement between the Cities of Santa Aha and Orange and Reliance
Development, Inc., as a result of his discussions with the Northeast Santa
Ana neighborhood which made the agreement more acceptable to the neighbor-
hood, and that approval was recommended.
Joanne Lechner, 2337 N. Santiago Ave., addressed the Council, stating that
the group which had met with the City Manager Friday evening, March 20, had
recommended approval of the agreement by the following vote:
AYES: 28
NOES: 8
ABSTAINED: 12
Mark Chandler, 529 E. Virginia, urged continuation of the suit against
Orange, stating that the vote taken Friday evening was not representative
of the neighborhood, since 687 persons had signed the initial petition
against the proposed development and approximately 440 had refused accept-
ance of the first proposed settlement agreement.
Following discussion by the Council, MOTION was made by Griset, seconded
by Luxembourger, to authorize the Mayor and Clerk to execute that certain
agreement between the City of Santa Ana, the City of Orange, and Reliance
Development, Inc. of Orange dated March 20, 1981, subject to acceptance
by the City of Orange and Reliance Development.

ORAL COMM - CM The City Manager reported that
AMTRAK CLOSURE the article in the Register re-
garding the elimination of
Amtrak service along the Los
Angeles - San Diego route had been based on statements by AnYcrak only;
according to his discussions with Federal representatives, the LOSSAN
Corridor is the second most prosperous in the country and service will be
maintained.

ADOPTED
MOTION was made by Bricken,
seconded by Luxembourger, to
adopt the following:
RESOLUTION NO. 81-42 - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA FIXING AND ESTABLISHING THE COM-
PENSATION FOR THE OFFICE OF CITY ATTORNEY OF THE CITY OF
SANTA ANA, AND REPEALING RESOLUTIONS INCONSISTENT THEREWITH.

ORAL COMM - LUXEMBOURGER Councilman Luxembourger con-
SPECIAL OLYMPICS gratulated the City Manager
and staff and expressed appre-
ciation on behalf on the Council
for the excellence of the 1981 Special Olympics Parade.
ORAL COMM - BRICKEN Councilman Bricken commended the

neighborhood regarding the proposed settlement agreement.

Main. The City Attorney responded
that he had received a request from the Planning Department to bring legal
action against McKay Industries relative to the matter, and the City Manager
reported any subsequent violations by McKay will automatically be processed
for court action.
ADJOURNMENT At 9:14 a.m., the Council adjourned
by unanimous informal consent.
