OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
July 25, 1981
The meeting was called to order by Mayor Gordon Bricken at 8:01 a.m. in
Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were
R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Mayor
Gordon Bricken. Also present were City Manager A. J. Wilson, City Attorney
Edward J. Cooper, Clerk of the Council Janice C. Guy, and members of the
City's administrative staff. Councilmembers John Acosta, Daniel E. Griset,
and Alfred C. Serrato arrived at 8:03 a.m., 8:07 a.m., and 8:08 a.m.
respectively.
BID AWARD - PROJ. 8421 MOTION was made by Markel, seconded
TURF RENOVATION - SA by McGuigan, to award contract on
STADIUM ~ APPROVED Project 8421, Santa Ana Stadium -
Eddie West Field Turf Renovation to
Tight Spot, Inc., Laguna Hills in a total amount of $20,232.40:

BUDGET DISCUSSION The Council proceeded with a discus-
CONTINUED sion of those questions which had
been raised at earlier budget sessions.
The Police Chief elaborated on the
three alternatives relative to additional sworn personnel for the Depart-
ment contained in his memo dated July 23, 1981, entitled "Possible Budget
Adjustments - Police Department." After discussion and additional input
from the City Manager, the Council indicated its support of Proposal #3,
and set the Police Department as its first priority for any forthcoming
budget adjustments.
Councilmembers then discussed the various alternatives proposed in the
memo to the City Manager from the Transportation Director dated 7/17/81,
entitled "Street Sweeping Program Fiscal Year 1982." By unanimous informal
consent, the Council agreed to schedule the Street Sweeping Program as a
subject for discussion at a future study session. The City Manager was
instructed by the Mayor that street sweeping was a second priority for
budgeting adjustments and was asked to develop a strate~ty for increasing
service levels, with emphasis on capital investment.
After a presentation by the Fire Chief, the Council informally agreed
that reinstatement of two Fire Fighter positions and additional over-
time funds were also priorities for budget adjustments. The Fire Chief
stated that the Fireflow Ordinance recently adopted by the Council would
have a positive impact on the provision of fire services, and agreed to
provide an updated report on accomplishments achieved through implemen-
tation of the Fire Master Plan.
Following discussion of the memo from the Museum Director to the City
Manager dated July 22, 1981, entitled "Museum Security and Hours Museum
Is Open to the General Public," the Council agreed that funds should be
added back into the budget for Museum security. CA 65B
EXECUTIVE SESSION
The Council recessed to Executive
Session at 10:20 a.m. and reconvened
at 10:47 a.m. with all members present.
AGREEMENTS - MOU'S MOTION was made by McGuigan, seconded
WITH SACEA AND FBA - by Acosta, to approve the agreements
APPROVED between the City of Santa Ana and the
Firemen's Benevolent Association and
the Santa Ana City Employees Association regarding salary and employee
benefits and other terms and conditions of employment for the two-year
period July 1, 1981 through June 30, 1983; and authorize the Mayor and
Clerk to execute said agreements.

BUDGET DISCUSSION After preliminary discussion on the
CONTINUED memo from the Assistant City Manager
Rex Swanson to the City Manager dated
July 14, 1981, entitled "Proposed
Reorganization - Developmental Services Concept," the Councilmembers agreed
that a more in-depth review was required on this subject for some Council-
members, and scheduled said review for the next budget session. CA 79

By unanimous informal consent at
11:15 a.m., the Council adjourned
to 3:30 p.m. in Room 831, City Hall,
20 Civic Center Plaza.
