HomeMy WebLinkAbout07-27-1981MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 27, 1981 The meeting was informally convened at 4:49 p.m. in Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, J. Ogden Markel, Alfred C. Serrato, and Mayor Gordon Bricken. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy, as well as members of the City's administra- tive staff. Councilmembers R. W. Luxembourger and Daniel E. Griset joined the meeting at 4:53 p.m. and 5:03 p.m. respectively. Council- member Patricia A. McGuigan was absent. BUDGET DISCUSSION The City Manager discussed with DEVELOPMENTAL SERVICES Council anticipated cost savings resulting from the merger of the Planning and Building Safety Depart- ments into the new Developmental Services Department. CA 79 At 4:55 p.m. the Council recessed and reconvened in the Council Chambers, 22 Civic Center Plaza with the exception of Councilmember Griset. BUDGET AMENDED Following review of the City Manager's ORD. NS-1592 - 1ST READ- memo to Council dated July 27, 1981, ING & PUBLICATI~LE entitled "City Council 1981-82 Budget Adjustment" and discussion by Council- members of individual concerns with the proposed budget adjustments, the Council by unanimous informal consent agreed to amend the budget per the provisions of said memo, correcting the clause in Street Sweeping Alter- nate III - 1/2 to read, "all residential streets every 14 days" and strik- ing "downtown streets 4 t~nights weekly." MOTION by Markel against adopting the budget ordinance died for lack of a second. MOTION was then made by Luxembourger, seconded by Griset, to place on first reading and authorize publication of title on the following: ORDINANCE NO. NS-1592 - AN ORDINANCE OF THE CITY OF SANTA ANA APPROPRIATING MONIES TO THE SEVERAL OFFICES, AGENCIES AND DEPARTMENTS OF THE CITY FOR THE FISCAL YEAR COMMENCING JULY 1, 1981. Motion passed on the following vote: AYES: NOES: ABSENT: Acosta, Bricken, Griset, Luxembourger, Serrato Markel McGuigan CA 650 ORAL COMMUNICATION Councilmember Luxembourger requested LUXEMBOURGER that status reports on the effects of the new staffing pattern on fire pro- tection services and on the reorganiza- tion of Developmental Services be provided to the Council at a future date.
