A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECESSARY FOR THE PROPOSED DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE COMMUNITY REDEVELOP- MENT AGENCY OF THE CITY OF SANTA ANA AND STEPHEN LAWRENCE PHILIPSON FOR THE SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. WHEREAS, the Community Redevelopment Agency of the City of Santa Ana has prepared an Initial Study of the environmental impact of the proposed Disposition and Development Agreement between the Agency and Stephen Lawrence Philipson; and WHEREAS, the Agency has reviewed and considered the above said Initial Study and the final Environmental Impact Report for the Santa Ana Redevelopment Plan; and . WHEREAS, said Initial Study conforms to the requirements of the California Environmental Quality Act of 1970 (Public Resources Code, Section 21000 et ~ the "Guidelines for the Implementation of the Cãïi1OrñIa Environmental Quality Act of 1970," as amended, adopted by the Secretary for Resources of the State of California, and the procedures for implementation of the Environmental Quality Act of 1970 adopted by Resolution No. 75-4 of the Agency. NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: The Agency hereby finds and determines that: 1. On the basis of the Initial Study, the environmental impact of the proposed agreement is ' essentially the same as found in the previous Environmental Impact Report, and that there is no additional information or data available requiring supplementation of the previous Environmental Impact Report. . 2. Neither the approval nor the implementation of the proposed Agreement will cause substantial changes in the Redevelopment Project, or with respect to the circumstances under which the project is to be undertaken, which will require major revisions in the Environmental Impact Report previously adopted for the Project due to the involvement of new environmental impacts not covered in said previous Environmental Impact Report. 3. No new information of substantial importance to the project has become available which shows that the project will have one or more significant effects not discussed previously in the Environmental Impact Report; or that significant effects previously examined will be more severe than shown in the Environmental Impact Report; or that mitigation measures or alternatives previously found not to be feasible would in fact be feasible and would substantially reduce one or more significant effects of the project; or that mitigation measures or alternatives which . 30 lC RESOLUTION NO. 80-21 PAGE TWO . were not previously considered in the Environmental Impact Report would substantially lessen one or more significant effects on the environment. §. The proposed action will have no significant effect on the environment, except as identified and considered in the previous Environmental Impact Report.
