A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECESSARY FOR THE PROPOSED PARTICIPATION AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND MOHLER-VISTA FOR THE SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. WHEREAS, the Community Redevelopment Agency of the City of Santa Ana has prepared an Initial Study of the environmental impact of the proposed Participation Agreement between the Agency and Mohler Vista, a general partnership¡ and . WHEREAS, the Agency has reviewed and considered the above said Initial Study, the final Environmental Impact Report for the Santa Ana Redevelopment Plan, and Environmental Impact Report No. 78-4 for the Mohler Development as approved by the City Council of the City of Santa Ana on July 2, 1979; and WHEREAS, said Initial Study conforms to the requirements of the California Environmental Quality Act of 1970 (Public Resources Code, sec. tion 21000 et ~,') the "Guidelines for the Implementation of the CãTiIOrnia Environmental Quality Act of 1970,. as amended, adopted by the Secretary for Resources of the State of California, and the procedures for implementation of the Environmental Quality Act of 1970 adopted by Resolution No. 75-4 of the Agency. NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: . The Agency hereby finds and determines that: 1. On the basis of the Initial Study, the environmental impact of the proposed agreement is essentially the same as found in the previous Environmental Impact Reports, and that there is no additional information of data available requiring supplementation of the previous Environmental Impact Reports. . 2. Neither the approval nor the implementation of the proposed Agreement will cause substantial changes in the Redevelopment Project, or with respect to the circumstances under which the Project is to be undertaken, which will require major revisions in the Environmental Impact Reports previously adopted for the Project due to the involvement of new environmental impacts not covered in said' previous Environmental Impact Reports. 3. No new information of substantial importance to the project has become availabe which shows that the project will have one or more significant effects not discussed previously in said Environmental Impact ReportS¡ or that significant effects previously examined will be more severe than shown in said Environmental Impact Reports¡ or that mitigation measures or alternatives previously found not to be feasible would in fact be feasible and would ¡- 1~ I J . . . . RESOLUTION NO. 80-17 PAGE TWO substantially reduce one or more significant effects of the project; or that mitigation measures or alternatives which were not previously considered in said Environmental Impact Reports would substantially lessen one or more significant effects on the environment. 4. The proposed action will have no significant effect on the environment, except as identified and considered in the previous Environmental Impact Reports.
