HomeMy WebLinkAbout01-04-1982 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA January 4, 1982 The meeting was called to order by Mayor Bricken at 1:05 p.m., in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers present were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, Alfred C. Serrato, and Mayor Gordon Bricken. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy as well as several members of the City Manager's administrative staff, the Director of Finance, and a member of the press. WORK STUDY SESSION The City Manager presented an 8TH FLOOR REMODELING overview of his plan to remodel the eighth floor of City Hall, emphasizing the need to provide safer housing for the City's records and a more functional arrangement of the Clerk's activities in addition to a more open floor plan for the Manager's office. He indicated costs would be approximately $30,000 for a new vault, and $30,000-$40,000 for structural redesign including carpet- ing. Councilmembers requested more detailed cost data for the remodeling, a clearer blueprint of the proposal including the scale and glass areas, budget appropriation, and time and motion studies of paper flow. By unanimous informal consent, discussion on the matter was continued to January 18, 1982. WORK STUDY SESSION The City Manager discussed the FINANCIAL PLANNING & FORECASTING current financial environment and probable negative impacts on Santa Ana resulting from State and Federal policies, and indicated expenditures would be greater than revenues for the next four years. He explained that to combat the projected shortfall would require increased revenues, possibly from new development money and/or increased fees for services, and reduced expendi- tures. This gap would require setting priorities, which would be facili- tated through the program budget he would bring to Council for a public hearing in April. By unanimous informal consent, the matter was continued for further discussion on January 18, 1982. The Council recessed at 2:03 p.m., and reconvened at 2:12 p.m., in the Council Chambers, 22 Civic Center Plaza, with all members present with the exception of Councilmember Serrato who arrived at 2:15 p.m. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Allegiance to the Flag, the Invocation was given by Councilmember Griset. Councilmember Griset presented Jennie Casamina, President of Civic Center Barrio Hous- ing Corporation, with a City Seal Tile Plaque in recognition of the services of the Civic Center Barrio Housing Corporation. CA 9.3 PUBLIC HEARING - APPEAL #459 The Mayor opened the public CUP 81-13 - 1111S. HARBOR hearing of Appeal Application CA INSTRUCTED No. 459, filed by Foster & Kleiser, appealing the Planning Commission's denial of Conditional Use Permit No. 81-13 to all ow construc- tion of an off-premise advertising sign exceeding 35 feet in height at 1111S. Harbor Blvd., in the C2 District. There were no written communications. The Chief of Planning presented the staff report and recommendations, and gave a slide presentation depicting comparable signs and their overabun- dance. Robert Verman, representative of Foster & Kleiser Company, spoke in favor of the appeal. CITY COUNCIL MINUTES 10 JANUARY 4, 1982 There were no other speakers on the matter. The Mayor closed the public hearing. Following discussion, MOTION made by Griset to approve and file the Nega- tive Declaration and instruct the City Attorney to prepare a resolution denying Appeal No. 459, denying CUP 81-13, and affirming the decision of the Planning Commission died for lack of a second. MOTION was made by Serrato, seconded by Acosta, to approve and file the Negative Declaration and instruct the City Attorney to prepare a resolu- tion granting Appeal No. 459, approving CUP 81-13, subject to a four year maximum life of the off-premise advertising sign with removal scheduled for four years from adoption of enabling resolution, or earlier removal by appellant of said sign at no cost to City if land is required for public improvements; and a limitation of illumination of the sign from dusk to 12:00 a.m.; and overruling the decision of the Planning Commission. ORAL COMMUNICATIONS COUNCILMEMBERS Councilmember Markel expressed his concern regarding the Broad- way Overpass project. Councilmember Luxembourger requested an update on relief parking lot attendants for the Civic Center parking lot. The City Manager responded that a letter would be sent to the Civic Center Commission. Councilmember Griset requested the status of the Stewart Roth Appeal relative to Conditional Use Permit No. 81-6. The City Manager responded that the matter would be placed on the January 18 agenda. Councilmember Griset also expressed his concern relative to prohibiting parking of recreational vehicles in residential areas and requested staff investi- gation of the matter. Councilmember Acosta reminded Council of a canine training session to be held on January 5 at Wickes Lumber Company at 6:30 p.m. He also re- quested the status of the report pertaining to using dogs for police work, and was told by the City Manager that said report would be avail- able by.the end of January.
