HomeMy WebLinkAbout02-20-1982MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA February 20, 1982 The meeting was informally convened at 9:15 a.m., in Room FIO0, Education Center, Centennial Regional Park. Councilmembers present were John Acosta, Daniel E. Griset, R. W. Luxembourger, Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, Clerk of the Council Janice C. Guy, and a member of the press. Councilmembers J. Ogden Markel and Alfred C. Serrato were absent. COMMUNICATIONS WORKSHOP effective communications. Hugh Davenport, Seminar Facilitator, gave a presentation on verbal communication theory, and discussed some of the problems which prevent Councilmembers then identified their perceptions of communications between the Council as a whole and City staff. As a means of improving those com- munications, Council requested that written reports contain more back-up information, i.e. the entire "thinking" process whereby staff arrives at its recommendation should be provided to Council, rather than just the advantages of a particular course of action. CA 80 RECESS LUNCH RECONVENED At 12:30 p.m., Council recessed to lunch, and reconvened at 1:15 p.m., with the same members present. COMMUNICATIONS WORKSHOP Councilmembers continued their discussion on ways to improve communications. At 2:45 p.m., the City Attorney was excused and left the meeting. After further discussion, Mr. Davenport summarized his feelings concerning the progress that had been made as a result of the seminar, and recommended that the Council continue such discussions on a semi-regular basis.
