CRA AGENDA Community Redevelopment Agency Boardmembers ALVAREZ, BIST, CHRISTY, FRANKLIN, GARCIA, SOLORIO City Manager, City Attorney, Executive Director, Clerk of the Council CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Community Redevelopment Agency and will be enacted by one motion without discussion unless otherwise directed by the Chairperson. Persons wishing to speak regarding Consent Calendar matters should file a "Request to Speak" form with the Recording Secretary. BUSINESS CALENDAR Matters listed on the Business Calendar are generally proposals for new legislation or items requiring discussion. JOINT CITY COUNCIL 1 COMMUNITY REDEVELOPMENT AGENCY SESSION 4. PAYMENT TO EDUCATIONAL REVENUE AUGMENTATION FUND CITY COUNCIL ACTION Motion: Approve an appropriation adjustment transferring funds from the Low and Moderate-Income Housing Fund to Redevelopment Project Area Funds to make the necessary payment to the County Educational Revenue Augmentation Fund as required by legislation implementing the California State Budget for FY 2002-2003. COMMUNITY REDEVELOPMENT AGENCY ACTION Motion: Adopt Resolution No. 2003-04 finding that borrowing $1,058,013 in Housing Set-Aside funds to make the FY 2002-2003 payment to the Educational Revenue Augmentation fund is necessary due to the insufficiency of other revenue sources. RESOLUTION TO AMEND THE BY-LAWS OF THE COMMUNITY REDEVELOPMENT AGENCY Motion: Adopt Resolution No. 2003-05 amending the by-laws to appoint the Clerk of the Council to act as the recording secretary of the Agency, to change the time of the regular meetings, and to authorize the Executive Director to execute all legal documents. 6. AMENDMENTS TO AGREEMENTS WITH DONAHUE & COMPANY; DESMOND, MARCELLO & AMSTER; AND CONVERSE CONSULTANTS Motion: Direct the Agency General Counsel to prepare, and authorize the Executive Director to execute: 1. An amendment to the agreement with Donahue & Company for an additional amount of $25,000 for a total contract amount of $50,000 for property appraisal services. 2. An amendment to the agreement with Desmond, Marcello & Amster for an additional amount of $50,000 for a total contract amount not to exceed $132,500 for appraisal services. 3. An amendment to the agreement with Converse Consultants for an additional amount of $15,000 for a total contract amount not to exceed $78,000 for environmental site assessment services. COMMENTS 7. PUBLIC COMMENTS AT THIS TIME the members of the public may address the Community Redevelopment Agency board members regarding any non-agenda items within the subject matter jurisdiction of the Agency.
