HomeMy WebLinkAbout06-15-1982MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA June 15, 1982 The meeting was called to order by Mayor Gordon Bricken at 7:45 p.m., in the City Council Chambers, 22 Civic Center Plaza. Councilmembers present were John Acosta, Daniel E. Griset, R. W, Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilmember Alfred C. Serrato was absent on vacation. PLEDGE OF ALLEGIANCE INVOCATION Following the Pledge of Allegiance to the Flag, the Invocati.on was given by Mayor Bricken. JT. PUBLIC HEARING PROPOSED REDEV. PLAN & DRAFT EIR FOR N HARBOR/FAIRVIEW ST REDEV. PROJ - RES NOS. 82-78; 82-79; 82-80 - ADOPTED - ORD. NO. NS-1637 - l~& PUBLICATION OF TITLE He then introduced the Spanish translator giving testimony at the hearing. The Mayor called the joint hearing hearing of the Redevelopment Com- mission and City Council, convened to consider the adoption o~ the Re- development Plan for Santa Ana North Harbor Boulevard/Fairview Street Project and Draft Environmental Impact Relating Thereto, to order. and explained the procedures for The Clerk of the Council called the roll. Councilmembers present were: John Acosta, Daniel E.. Griset, R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Mayor Gordon Bricken. Redevelopment Commissioners present were: Dolores Burton, John M. Coil, Ted Oessee, John Po Kane, R. Thomas McLean, Alexander Nalle, and Robert Newcomb. Councilmember Alfred C. Serrato was absent. Redevelopment Commissioner Alexander Nalle disclosed he was a commercial real estate broker involved in negotiating sale of property at 227 South Harbor Boulevard, located within the project area, and asked the City Attorney for an interpretation of any possible conflict of interest. The City Attorney advised him that there would be a conflict, and that he should disqualify him- self from participation. Redevelopment Commissioner Nalle requested permission to be excused by the jointly convened body and left the Chambers at 7:50 p.m. The City Manager described the project area and explained the reasons for initiating the project. The City Attorney presented a Statement of Findings for adoption of the Redevelopment Plan. CITY COUNCIL MINUTES 187 JUNE 15, 1982 The City Manager summarized pertinent parts of the Report of the Commission to the City Council. There were no objections by anyone present, and the Report of the Con,mission including the Report and Recommendations of the Planning Commission was made a part of the record. Patrick Mann, representing the Arroyo Group, summarized the Draft Environ- mental Impact Report. There were no objections by anyone present and the Draft Environmental Impact Report, with the accompanying comments, was made a part of the record as part of the Report of the Commission. The City Attorney summarized the Redevelopment Plan. There were no objec- tions by anyone present, and the proposed Redevelopment Plan was made a part of the record. The City Attorney requested that the Rules Governing Participation By and Preferences to Owners, Operators of Businesses and Tenants as adopted by the Community Redevelopment Agency, be made a part of the record. Since there were no objections, said rules were made part of the official record. RECESS REDEVELOPMENT COMMISSION RECONVENED Council recessed at 11:35 p.m., to permit the Redevelopment Commission to take its actions, and reconvened at 11:48 p.m. Frank Maldonado, 201 So. Gunther, referred to a letter received from American Hospital Supply Corporation, and the City Manager responded by reading the letter received from American Hospital Supply Corporation dated June 11, 1982. CITY COUNCIL MINUTES 190 JUNE 15, 1982 MOTION was made by Griset, seconded by Luxembourger, to adopt the followin§ resolution: RESOLUTION NO. 82-78 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA RULING ON WRITTEN AND ORAL OBJECTIONS TO THE PROPOSED REDEVELOPMENT PLAN FOR THE SANTA ANA NORTH HARBOR BOULEVARD REDEVELOPMENT PROJECT. Motion passed on the following vote: AYES: Acosta, Bricken, Griset, Luxembourger, McGui§an NOES: Markel ABSENT: Serrato MOTION was made by Griset, seconded by Luxembourger, to adopt the following resolution: RESOLUTION NO. 82-79 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CERTIFYING THE COMPLETION OF A FINAL ENVIRONMENTAL IMPACT REPORT FOR THE PROPOSED SANTA ANA NORTH HARBOR BOULEVARD REDEVELOPMENT PROJECT. Motion passed on the following vote: AYES: Acosta, Bricken, Griset, Luxembour§er, McGui§an NOES: Markel ABSENT: Serrato MOTION was made by Griset, seconded by Acosta, to adopt the following resolution: RESOLUTION NO. 82-80 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA FINDING THAT THE USE OF TAXES ALLOCATED FROM THE SANTA ANA NORTH HARBOR BOULEVARD REDEVELOPMENT PROJECT FOR THE PURPOSE OF IMPROVING AND INCREASING THE COMMUNITY'S SUPPLY OF LOW AND MODERATE INCOME HOUSING OUTSIDE THE PROJECT AREA WILL BE OF BENEFIT TO THE PROJECT.
