*JOINT COMMUNITY REDEVELOPMENT AGENCY AND CITY COUNCIL SESSION*
4. ADDENDUM TO ENVIRONMENTAL IMPACT REPORT NO. 96-01,
AMENDMENT TO DEVELOPMENT AGREEMENT NO. 97-01, ZONING
ORDINANCE AMENDMENT NO. 2001-14, CONDITIONAL USE PERMIT
NO. 2001-34, AND FIRST IMPLEMENTATION AGREEMENT FOR
DISCOVERY SCIENCE CENTER AT 2500 NORTH MAIN STREET
Consider allowing the construction of Phase 2 of the Discovery Science
Center, located at 2500 N. Main Street, in Specific Development 65.
Legal Notice published in the Orance County Recister and mailed on April
5, 2002.
Recommended Action approved by the Planning Commission on March
25, 2002 by a 5-0 vote (Mondo and Verino absent).
Presentation of staff report by Principal Planner Jeffry Rice.
Presentation of written communication by Patricia Healy, Clerk of the
Council: None.
Glen Stroud addressed the Council on matter.
Robert Smith, Discovery Science Board Member, was present to discuss
scope of project.

Community Redevelopment AQencv Actions
1. CRA RESOLUTION NO. 2002-001 - A resolution of the Community
Redevelopment Agency of the City of Santa Ana approving an
implementation agreement between the Agency and Discovery
Museum of Orange County regarding Discovery Science Center.
2. Direct the Agency General Counsel to prepare and authorize the
Executive Director and Secretary of the Agency to execute an
agreement between the City and the Agency to trade excess City
property, to be added to Parcel 5, for the Agency to convey to
Discovery Museum of Orange County, in return for the Agency's

trade of a portion of Parcel 5 to the City to be ultimately
. developed as a bike path.
City Council Actions
1. Certify and approve the Addendum and Environmental Impact
Report No. 96-01.
2. Place ordinances on first reading and authorize publication of
title.
ORDINANCE NO. NS-2497 - An ordinance of the City Council of the
City of Santa Ana approving a Second Amendment to the
Development Agreement between the City of Santa Ana and
Discovery Museum of Orange County.
ORDINANCE NO. NS-2498 - An ordinance of the City Council of the
City of Santa Ana amending Specific Development 65 zoning district
(Discovery Science Center).
3. Adopt resolution.

RESOLUTION NO. 2002-039 - A resolution of the City Council of the
City of Santa Ana approving Conditional Use Permit No. 2001-34 as
conditioned for the property located at 2500 North Main Street.
4. Direct the City Attorney to prepare and authorize the City Manager
and Clerk of the Council to execute agreement.
AGMT NO. 2002-059 - Execute an agreement between the City and
the Agency to trade excess City property, to be added to Parcel 5, for
the Agency to convey to Discovery Museum of Orange County, in
return for the Agency's trade of a portion of Parcel 5 to the City to be
ultimately developed as a bike path - Planning and Building Agency.

5. RESOLUTION TO AUTHORIZE THE SUBMISSION OF CHFA HELP
PROGRAM APPLICATION
Motion: Adopt Resolution No. 2002-02 authorizing the Executive Director of
the Community Redevelopment Agency to submit an application to
the California Housing Finance Agency for the Housing Enabled by
Local Partnerships Program to incur indebtedness, execute loan
agreements and commit Agency resources.
