Luxembourger at 8:07 p.m., in the City Council Chambers, 22 Civic Center Plaza. Councilmembers present~we~e Dan!e! ~. Griset, J. Ogden Markel, Patricia A. McGuigan, Alfred C. Serrato, and Vice Mayor R. W. Luxembourger. Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. PLEDGE OF ALLEGIANCE INVOCATION Following the Pledge of Allegiance to the Flag, the Invocation was given by Vice Mayor R. W. Luxembourger. JT. NS-1639 - 1ST RET& PUBLICATION OF TI~ Relating Thereto, to order. The Vice Mayor called the joint hearing of the Redevelopment Commission and City Council, convened to consider the adoption of the Redevelopment Plan for Santa Aha South Main Street Redevelopment Project and Draft Environmental Impact He then introduced the Spanish translator and explained the procedures for giving testimony at the hearing. The Clerk of the Council called the roll. Councilmembers present were Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Alfred C. Serrato. Redevelopment Commissioners present were John M. Coil, Ted Jessee, John P. Kane, R. Thomas McLean, Alexander Nalle, and Robert Newcomb. The City Attorney stated that Councilmember Acosta, Councilman Markel, and Redevelopment Commissioner Jessee, were disqualified from participation, as they had filed disclosure statements declaring owner- ship of property in the proposed redevelopment area. Councilman Markel stated that he wanted to represent the people who elected him, and that he was at the meeting to be heard. The City Attorney explained State law provisions relating to a declared Conflict of Interest. The Council recessed to Executive Session at 8:21 p.m., and reconvened at 8:50 p.m., with the same members present. Vice Mayor Luxembourger requested Councilman Markel not participate in the hearing as a decision-maker, but encouraged him to speak as a private citizen. Councilman Markel stepped down from the dais at 8:55 p.m. CITY COUNCIL MINUTES 213 ~UNE 28, 1982 The City Attorney presented a Statement of Findings for adoption of the Redevelopment Plan. The City Manager described the project area and summarized pertinent sections of the Report of the Commission to the City Council. There were no objectionS by anyone present, and the Report of the Commission, includ- ing the Report and Recommendations of the Planning Commission, was made a part of t~e record. Patrick Mann, representing %he Arroyo Group, summarized the Draft Environmental Impact Report. There were no objections by anyone present and the Draft Environmental ImPaCt Report, with the accompanying comments, was mader6 part of ~h~ record as part of the Report of the Commission. The City Attorney summarized the Redevelopment Plan. There were no objections by anyone present, and the proposed Redevelopment Plan was made a part of the record. The City Attorney requested that the Rules Governing Participation By and Preferences to Owners, Operators of Businesses and Tenants as adopted by the Community Redevelopment Agency, be made a part of the record. Since there were no objections, said rules were made pa~t of the official record. The Council and Commission recessed at 9!34 p.m., and reconvened at 9:42 p.m., with the same members present. RECESS REDEVELOPMENT COMMISSION RECONVENED Council recessed at 1:03 a.m., to permit the Redevelopment Commission to take its actions, and reconvened at 1:16 a.m., with the same members.present. CITY COUNCIL MINUTES 216 JUNE 28, 1982 MOTION was made by Griset, seconded by Bricken, to adopt the following resolution: RESOLUTION NO. 82-84 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA RULING ON WRITTEN AND ORAL OBJECTIONS TO THE PROPOSED REDEVELOPMENT PLAN FOR THE SANTA ANA SOUTH MAIN STREET REDEVELOPMENT PROJECT. Motion passed on the following vote: AYES: NOES: ABSENT: ABSTAINED: Bricken, Griset, Luxembourger, McGuigan Serrato Acosta Markel MOTION was made by Griset, seconded by Bricken, to adopt the following resolution: RESOLUTION NO. 82-85 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CERTIFYING THE COMPLETION OF A FINAL ENVIRONMENTAL IMPACT REPORT FOR THE PROPOSED SANTA ANA SOUTH MAIN STREET REDEVELOPMENT PROJECT. Motion passed on the following vote: AYES: NOES: ABSENT: ABSTAINED: Bricken, Griset, Luxembourger, McGuigan Serrato Acosta Markel MOTION was made by Griset, seconded by Bricken, to adopt the following resolution: RESOLUTION NO. 82-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA FINDING THAT THE USE OF TAXES ALLOCATED FROM THE SANTA ANA SOUTH MAIN STREET REDEVELOP- MENT PROJECT FOR THE PURPOSE OF IMPROVING AND INCREASING THE COMMUNITY'S SUPPLY OF LOW AND MODERATE INCOME HOUSING OUTSIDE THE PROJECT AREA WILL BE OF BENEFIT TO THE PROJECT. Motion passed on the following vote: AYES: NOES: ABSENT: ABSTAINED: Bricken, Griset, Luxembourger, McGuigan, Serrato None Acosta Markel CITY COUNCIL MINUTES 217 JUNE 28, 1982 MOTION was made by Griset, seconded by Bricken, to place the following ordinance on first reading and authorize publication of title: ORDINANCE NO. NS-1639 - AN ORDINANCE OF THE CITY OF SANTA ANA APPROVING AND ADOPTING THE REDEVELOPMENT PLAN FOR THE SANTA ANA SOUTH MAIN STREET REDEVELOPMENT PROJECT. Motion passed on the following vote: AYES: NOES: ABSENT: ABSTAINED: Bricken, Griset, Luxembourger, McGuigan Serrato Acosta Markel MOTION was made by McGuigan, seconded by Serrato, to refer the following items to the Community Redevelopment Agency for consideration on 7/20/82: 3) Approval of recommended off-street parking plan for South Main Street and delay of removal of any off- street parking until July, 1984 to provide for implementation of the plan. 4) Approval of recommended participation plan establishing three property owner/investor advisory groups. 5) Designation of the implementation of the off-street parking plan as the first priority and the realignment of McFadden Street as the second priority with further public works improvements to be carried out based on priorities established by the property owner/investor advisory groups.
