4. CONTRACT FOR INTERNATIONAL BUSINESS CENTER EXECUTIVE
DIRECTOR AND OFFICE SPACE LEASE AGREEMENT
Motions: 1. Direct the Agency General Counsel to prepare, and authorize the
Executive Director to execute, a contract with Cesar Armendariz
to perform as the Executive Director of the International Business
Center for a one-year period in an amount not to exceed $87,000.
2. Direct the Agency General Counsel to prepare, and authorize the
Executive Director to execute, a lease agreement with Caribou
Industries for office space at the International Business Center
(900 North Broadway).

5. AFFORDABLE HOUSING DEVELOPMENT AGREEMENT WITH CIVIC
CENTER BARRIO HOUSING CORPORATION
Agency Member Bist expressed concern that City funds were being
allocated prior to the purchase of the property by Civic Center Barrio
Housing Corporation. In addition, the necessary Planning Division
approvals for zoning and use of the site have not yet been obtained.
Agency Members suggested that this matter should be continued until all
components of the project were ready for Agency consideration.
Helen Brown, representing the Civic Center Barrio Housing Corporation,
noted that if this matter were to be continued by the Agency, the owner
might not proceed with the sale of the property. Ms. Brown also noted
that if the zoning could not be changed, they would still move forward with
the project.

Agreement with Civic Center Barrio Housing Corporation in an
amount not to exceed $25,000.
