HomeMy WebLinkAbout09-07-1982 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA September 7, 1982 The meeting was called to order by Mayor Pro Tem Serrato at 1:15 p.m., in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers present were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Alfred C. Serrato. Also present were Assistant City Manager Rex Swanson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Mayor Gordon Bricken joined the meeting at 3:00 p.m. WORK STUDY SESSION Senior Civil Engineer Walter WATER & SEWER COUNTY-WIDE Schraub distributed copies of ISSUES AND ORGANIZATIONS County Water Plan Phase I prepared by the County's Administrative Office and Environmental Management Agency, and presented a general overview of the structure of the Orange County water supply. Mr. Schraub reported that a decreased allotment of Colorado River water, beginning in 1986, will negatively impact Orange County which is heavily dependent upon imported water, but that the decrease will not be felt as severely in Santa Ana which pumps 70 percent natural water. He stated that additionally, the failure on June 8, 1982, of the proposition relating to development of the Peripheral Canal would also negatively impact the Orange County water supply. Mr. Schraub responded to Council's questions relative to maintenance and development of Santa Ana's water supply. The Public Works Director discussed briefly the Sanitation District structure and stressed the need to maintain control of the sanitation districts at the local jurisdictional level. He reported on the success of the "Green Acres" project, a water reclamation project which distributes recirculated water for horticultural uses. The Council recessed at 1:49 p.m., and reconvened in the Council Chambers at 2:10 p.m., with all Council members present, except Mayor Bricken. CA 46 COMMUNITY SPOTLIGHT Dr. Diane Van Hook, Director, NEW HORIZONS PROGRAM New Horizons Progam, Santa SANTA ANA COLLEGE Ana College, presented an overview of the program which was developed to identify the emerging needs of the community and design a network of interrelated services. Mayor Gordon Bricken presented a City Seal Tile plaque to Dr. Van Hook on behalf of the Council, in recognition of this educational service to Orange County. CA 9.4 PUBLIC HEARING - APPEAL NO. 465 Mayor Pro Tem Serrato opened the VA 82-5 - 400 N. TUSTIN AVE. public hearing of Appeal Application CA INSTRUCTED No. 465 filed by Western National Bank, appealing the Planning Commission's denial of Variance 82-5, to permit an additional exterior sign on the building parapet at 400 N. Tustin, modifying VA 80-61, and exceeding both the number and coverage requirements of the LP District. The Director of Planning and Development Services stated that since the reorganization of the bank, staff has not had an opportunity to meet with the new banking establishment. The Chief of Planning presented the staff report and recommendations. The Clerk of the Council reported no written communications. There were no speakers on the matter. The Mayor Pro Tem closed the public hearing. SHIRLEY GILBUENA Bristol, presented Council with ADMIN. REFERRAL a petition expressing opposition to the construction of a solid wood fence between the vacant lot and parking lot adjacent to the Pantry Market located at Bristol and Memory Lane, and expressed concern relative to a definite lack of lighting in that area. By unanimous informal consent, the matter was referred to staff for administrative action. ORAL COMMUNICATION Daniel Gutierrez, 702 N. Euclid, DANIEL GUTIERREZ stated that he received letters ADMIN. REFERRAL from the City containing estimates for the acquisition of property owned by his mother, Cecilia Gutierrez. He stated that his mother did not speak English, and therefore needed to hear from staff in the evening when he could be present. By unanimous informal consent, the matter was referred to staff for administrative action. ORAL COMMUNICATIONS Councilmember Griset commented COUNCILMEMBERS that he would like staff to review and consider a City pin, which would incorporate the new sunrise logo. Mayor Bricken commented that perhaps this could be done in conjunction with the Chamber of Commerce. CA 80.11 Councilmember Acosta reported that he had been contacted with regard to cars parked on lawns, and people working on cars parked on the street. He inquired about Code Enforcement efforts in these areas. Councilmember Luxembourger requested that he receive a report on citations issued in the last 60 days pertaining to this matter. Mayor Bricken expressed concern relative to the grass in the Stadium being ready for the football season, and was assured that it would be in prime condition. He also inquired as to when the new City logo would be painted on the water tank. The Assistant City Manager replied that the City was currently soliciting bids. Mayor Pro Tem Serrato reported that he received complaints regarding the "No Stopping Anytime" signs posted on Greenville, and requested a report with regard to what was occurring in that area. CA 18 Councilmember Luxembourger inquired about tumbleweeds on City property at West First Street near the self-service g~s stations, and expressed concern that this area should be cleaned up. CA 11 Also, he reported that on the City's entryway sign on Fairview Street, letters were disappearing from the sign, and suggested that perhaps the sign should be taken down. S2172 Councilmember McGuigan reported CABLE COMM. ACT that she received a copy of a CA INSTRUCTED resolution from Westminster regarding opposition to S2172, the Cable Communication Act of 1982, and requested investigation of the matter.
