OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
December 13, 1982
The meeting was called to order by Mayor Gordon Bricken at 5:10 p.m., in
Room 831, City Hall. Councilmembers present were John Acosta, R. W.
Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Mayor Gordon
Bricken. Also present were City Manager A. J. Wilson, City Attorney
Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilmember
Daniel E. Griset joined the meeting at 5:16 p.m. Councilmember Alfred
C. Serrato was absent.
WORK STUDY SESSION The City Manager presented an
SOLID WASTE AGREEMENT overview of the proposed changes
to the City's agreement for
solid waste collection, includ-
ing such areas as clarification of the legal language, an increase in
neighborhood clean-up collections from one to two per year, distribution
of gate and collection fees into separate accounts, provision of
bin service by additional vendors in cases where the contractor cannot
provide service within five days from date of request, requirement of
reflectorized materials on bins in public rights-of-way, and the right
to dispose of materials at authorized locations other than County land
fills.
The City Attorney reported that he had researched State law relative to
waste collection, and was satisfied that the proposed agreement did not
violate anti-trust legislation; he also reviewed specific contract language.
Councilmembers requested that staff provide additional information regard-
ing continued collection in the event of a strike by contractor personnel,
the need for additional insurance for clean-up bins requested by Community
Development, provision of a performance bond to cover start-up costs by
the City in the event of an emergency, and additional information relative
to the City's payment schedule to the County.

at 7:05 p.m., the Council meeting
was adjourned in honor of R.
Thomas McLean, a prominent
Santa Ana businessman and City Redevelopment Commissioner, who passed
away quite suddenly on December 10, 1982.
